MOTION NO. 6

MOTION: Councillor D. O'Brien

"The Committee agrees that the Chief Executive should bring forward a report for discussion at the Committee on the growing problem of illegal dumping in the Lucan LEA; the report should include the volumes of illegal dumping; the staff resources involved in collecting illegal dumping; the financial cost of illegal dumping; the numbers of fines issued and prosecutions secured; options and ideas for tackling this growing problem in the time ahead.  The number of locations across the Lucan LEA in which CCTV has been installed for the purposes of combating illegal dumping, the cost of installing and operating of the systems, the impact on illegal dumping measured by prosecutions or reductions in level of dumping."

REPORT:

The issues of litter and illegal dumping in the County are in general responded to by the Council's litter and waste enforcement staff in the first instance with regard to investigation, and thereafter by the public realm maintenance section with regard to the clean up of littering and dumping sites. These matters are responded to by this Council in a cross-departmental manner when this approach was deemed to be necessary, with the housing department and environmental health officers being called in to assist on occasions. 

The Council also has well established links with the Gardai, tidy towns groups, links with business through the Chamber of Commerce and links with other voluntary bodies through the Environment SPC for example and these connections are used on an on going basis by the Council in it's overall response to this matter.

A Lucan area based examination to include the breakdown of volumes, resources, financial costs and numbers of fines/prosecutions will be carried out and a report will issue back to the area committee.
