To ask the Chief Executive for a report on noise barriers / boundary along the N4, what type of barriers were placed along both sides of the N4 in its first design/upgrade, when they were installed and to include what traffic volume the noise barriers were designed for (appx 20 years+) and compare it to todays volume of traffic using the N4. If the Chief Executive could comment on whether it supports introducing updated more effective noise barriers should studies/findings confirm if new ones are required.

Further to last month’s official reply to my motion where we informed that the Lucan area had been temporary switched back to Ballymore Eustace, this committee requests a full report on this decision, when the decision was made and when the switch was made, to also include what caused the switch, how long it’s anticipated to source our water from Ballymore Eustace. To advise where and when residents where informed of this change.

Could IW respond to question asked in last months motion regarding if Ballymore Eustace WPT could be expanded.

(“For sometime now the people of Lucan have called on IW to switch its water source back to Ballymore. Since then many other areas have requested same. Could IW explain why it’s not possible to do this, is there no option to increase the water treatment facility at Ballymore Eustace.”)

Further to my motion passed in this council regarding plans for a pedestrian/cycle road and upgrade along the embankment between Moy Glas and Castle Riada, to ask for update regarding the NTA approval and agreed photo montage and if this can be presented to the committee as a headed item.

That this committee acknowledges the work involved between SDCC management and individual developers when preparing the required part 5 in each development. This committee requests the Chief Executive to confirm what practice is in place regarding the mix tenure of housing in each development. To also confirm what stakeholders are part of discussions regarding development design.

"A condition of the planning permission granted in 2003 for the Orchard Lodge apartment block in Clondalkin (SD03A/0271) was that there would be a community meeting space (Senior Citizens Centre) provided. Sixteen years later the Community Space has never been fitted out or made accessible to community groups. A recent motion (64199) to the Clondalkin LEA has elicited the following response from SDCC management:

"The Council will continue to engage with the owners of the site and their legal representatives to secure the possession of the unit for the establishment of the community facility.  

Complexities in progressing the lease arrangement on the community facility have led to delay. 

Documentation confirming compliance in relation to building regulations is awaited.

The receipt of this documentation is necessary to allow the transfer of the legal title of the unit to the Council. The Council is making every effort to complete the transfer as soon as possible."

In their verbal response management also indicated that meetings with the SDCC law department to seek a resolution to the matter were pending.

That this area committee calls on management to give a further update on the situation and to clarify if the delay with progressing the matter is on the part of SDCC or the vendor?"

That the Chief Executive would provide a full briefing to this LAC on the proposed residential development at the former school site in Balgadddy and to include a time frame for this development and the planned refurbishment of the existing housing stock in the adjacent estate.

That the CEO present a progress report covering this LAC on the Living with Trees policy and to include the rationale that leads to the rejection of requests by residents to have Trees pruned or removed where they are a declared nuisance to the homeowner. How can the resident exercise their right to appeal? The tree at (not for publication please) is a point in case. The resident has complained repeatedly about the loss of light in the whole front of the house, the damage caused to the footpath, wall and driveway and the fact that the tree is leaning badly towards the residence, without any action.
