Questions
To ask the Manager in view of the possible large number of non registered landlords in the County area will he outline what new steps or measures, if any, he proposes to take to identify and pursue them for new taxes owed to this local authority?
To ask the Manager
(a) to outline the Planning Guidelines in relation to granting temporary permission to a permanent residential structure?
(b) to outline Government Guidelines, as issued by the Department of the Environment, in relation to the same matter?
(c) to list any temporary planning permissions granted to permanent residential structures within South County Dublin and an explanation for doing so?
To ask the Manager for an update on the introduction of brown bins to South County Dublin and could the Manager indicate when and where the service will be introduced?
To ask the Manager to outline Policy regarding the re-purchasing of privately owned houses with Council Estates?
To ask the Manager to give the figures of the amount of occupants of affordable housing within the county who have repayed the clawback to the council on their property?
To ask the Manager to provide up to-date reports on the Rail Procurement Agency projects for South Dublin including the LUAS Line F and Metro West?
To ask the Manager to provide an up-to-date report, including time-scale for the provision of the new domestic refuse system for South Dublin?

To ask the Manager to provide an up-to-date report on an area by area basis, including details of works carried out, following the introduction of the regulation prohibiting the sale of cars, commercial and private, on public properties including footpaths, grass verges, open spaces etc.?
That this Council requests the Manager to write to the Minister for Children as a matter of urgency to ask the Minister if he will give an undertaking to expedite the negotiations towards a bilateral agreement with Ethiopia so that adoption of Ethiopian children by Irish families can continue. Will the Minister also give those Irish families who are already in the process of, and committed to adopting children from Ethiopia assurances that they can complete their adoptions under the current system, which is in line with The Hague Secretariat’s “Guide to Good Practice”? Such an assurance will be of great relief to many Irish families who have already embarked on this adoption process, some for as long as five years. Will the Manager also agree to circulate the details of this request to all other City and County Councils for information purposes?
To ask the Manager to update members on the preparation of the new County Heritage Plan?
To ask the Manager to report on whether funding has been identifed and confirmed with respect to each of the 6-year and long-term road objectives contained in both the current County Development Plan and the new Draft County Development Plan currently on public display?

Motions
MAYOR'S BUSINESS
That this Council calls on the Minister for Education and Science to grant without further delay, Patronage to Tallaght Educate Together, to enable them to open a Primary School in Dublin 24.
That the Manager while recognizing the importance of Health and Safety at work and the need to provide a safe working environment for all Council employees and Contractor’s staff engaged in work on live roads adjacent to or close to traffic and with due regard to the safety of the general public that it is also necessary for this Council to be able to continue to provide and maintain services in a safe and efficient manner, calls for an immediate review of the new interpretation and the effects caused by the implementation of the Health and Safety at Work Act 2005, the various improvement plans and the Ashbourne Document to identify those services which are adversely effected or not being provided as a result of the cost and resource implications in attempting to carry out those functions.
That this Council opposes the introduction of domestic water charges and favours, instead, a combination of water conservation and education measures and a genuinely progressive taxation regime which adequately resources local government.
That the Council cancel the increase in fees for playing pitches and revert to the 2008/9 fees.The proposed increase in fees is an unnecessary burden on clubs. Due to the recession it is now more difficult to fundraise or ask parents for more money. As such the Council should recognise this and cancel the fee increase.
Noting the government’s intention to establish the National Asset Management Agency (NAMA), this council calls on the Minister for Finance to reconsider the proposal. We believe that the establishment of NAMA will lead to ordinary taxpayers bailing out irresponsible bankers and developers, and to a high level of government borrowing which future generations will have to repay while billions of euros are being used to bail out the banks basic services, resulting in reduced funding to local councils for essential services.
As this council is gravely concerned that the resources used to bail out the banks will derive local councils of necessary funding to develop and run local services we hereby call on the Minister for Finance not to proceed with the proposed establishment of NAMA and urge the public to support the Dublin demonstration scheduled for 19th September 2009.
That the Manager would agree to carry our review surveys of major road widening projects in our county, which when completed, often following decisions made by An Bord Pleanála, leave homes in many areas in our communities at serious disadvantages owing to increased noise levels and loss of visual amenities, which clearly demonstrates that examination of such matters at the early planning stages can be inadequate or even flawed.
This Council expresses its deep dissatisfaction with the operation of the e-flow tolling system on the M50 and asks its operators to give a presentation to South Dublin County Council with a view to improving the service at a greatly reduced cost.
That the Manager undertakes a review of the Traveller Accommodation within the county in terms of environmental hazards, increased dumping, animal welfare and safety issues with a view to addressing as a matter of urgency these matters.
That this Council supports the 'Justice for Robert Delany Campaign' and the recently established website www.innocentvictimsofviolence.ie which was set up by the Delany Family as a Forum of support and information for the Campaign and furthermore calls on any Citizen with information on the callous crime which resulted in Robert's hospitalisation to inform the Gardaí of any such information.
South Dublin Co. Council call on the Taoiseach and Minister for Social and Family Affairs to publish the National Carers Strategy as committed to in the Social Partnership Agreement - Towards 2016 and in the programme for Government as a matter of principal.
That the Manager outline the state-of-play regarding the new bin collection electronic system and also explain the delay in the introduction of the Brown Bin system
This Council agrees to set aside suitable time, venue and space to discuss in depth, the new implications involved around the full implementation of the present Governments Homeless Strategy and how it will impact on this Local Authorities Housing Allocations policies and Housing Allocations List
That the Manager would write to CPLN Area Partnership/Oakfield Trust to extend this Council’s congratulations on their successful recent convening of the ‘National Conference for the Third Sector’ and to offer South Dublin County Council’s support; and participation where appropriate; in the development of a first-ever National Strategy on the Social Economy. To also request that the Manager bring forward a report under a headed item to a meeting of the Council , at the earliest possible date, on ways in which this Council can support the development of social economy initiatives in the county and to examine if social finance lending organisations could have a role to play in supporting community development projects proposed by or in conjunction with this council but stalled indefinitely due to the current crisis facing our country’s public finances.
That this Council requests the Minister for the Environment & Local Government to extend the postal voting provision to citizens who are unable to be physically present at the polling station due to absence by reason of holiday or illness.
That South Dublin County Council calls on the Government of the United States of America to withdraw the extradition warrant issued in respect of Sean Garland and requests the Manager to convey this call by councillors to the US Ambassador to Ireland.
That the manager will give a report on the situation where occupants of affordable housing within the county have negative equity in their property.
That South Dublin County Council call on the Taoiseach and Minister for Social and Family Affairs to publish the National Carers Strategy as committed to in the Social Partnership Agreement – Towards 2016 and in the programme for Government as a matter of principal.
That the Manager would present a detailed report for discussion on the Council's Water Leisure Strategy, including a detailed report on the remaining elements of the Water Leisure Strategy, and in the current uncertain economic climate, within what planned time-frame does the Manager envisage the remaining projects will be rolled out?
That this Council asks the Manager to introduce a minimum of 4 grass cuttings in every graveyard in the County during the grass growing season. The current situation of one cutting per year has resulted in graveyards being inaccessible, particularly to senior citizens, and is causing emotional distress to families who have loved ones buried in these graveyards.
That this council requests the Manager, following meaningful consultation with affected clubs, to significantly reduce the rates of the newly-introduced pitch fees for juvenile-only clubs.
That this Council requests the Manager, in the context of the current state of public finances, to investigate the options potentially available to the Council, including public/private partnerships, to secure funding to implement a number of capital projects in the area of sports, recreation and community facilities, including swimming pools, playgrounds and community facilities, and to provide a report for members to facilitate discussion.
