PART 8 FOR THE UPGRADE (INSTALLATION OF A STANDBY GENERATOR) OF LUCAN SPA DRAINAGE PUMP STATION
Report in accordance with Section 179 Planning and Development Act 2000 as amended
and Planning & Development Regulations 2001-2007
Introduction
Part 8 of the Local Government (Planning and Development) Regulations 2001-2007 outlines the requirements with respect to certain classes of Local Authority developments. These regulations apply to the proposed upgrade of the existing waste water pumping station at Lucan Spa, as described below:
· Construction of an new concrete plinth to facilitate the installation of a new Back-Up Electrical Generator,
· Widening of the current entrance and erection of a steel platform and access steps at the entrance (within the current site boundary) and
· Associated works, painting, fencing and landscaping.
The purpose of the proposed scheme is to provide improved access and egress for maintenance purposes and an extension to facilitate the installation of a new back-up electrical generator. The back-up generator will replace / negate the need for the use of a by pass pump during ESB phase failure.
Consultation Process:
The Proposal for this scheme was advertised in accordance with the requirements of Part 8 of the Local Government (Planning and Development) Regulations 2001-2007 on 26th February , 2009 in the Irish Independent. Plans and particulars of the proposed scheme were on display and available for inspection or purchase in the offices of South Dublin County Council, County Hall, Tallaght Dublin 24; South Dublin County Council, Civic Offices, Clondalkin, Dublin 22 and in Lucan Library, Newcastle Road, Lucan from Monday 2nd March 2009 until Friday 27th March 2009. Submissions and observations with respect to this matter, dealing with the proper planning and sustainable development of the area in which the development would be situated were to be sent to SEO, Environmental Services Department, South Dublin County Council, County Hall, Tallaght, Dublin 24. The closing date for receipt of written submissions / observations was 4:30pm on Friday 10th April 2009.
A presentation pertaining to the particulars of the proposed development was also made to Lucan Clondalkin Area Committee Meeting on 24th of March 2009.
List of persons or bodies who made submissions or observations with respect to the proposed development:
No submissions or observations were received from the public.
This report on the proposed development was noted at the meeting of the Lucan/Clondalkin Area Committee held on the 28th October 2009 and it was agreed that project should proceed as proposed.
Recommendation:
This report is submitted in accordance with Section 179 of the Planning & Development Act, 2000 and Part VIII of the Planning and Development Regulations 2001-2007. The various works proposed under the Lucan Spa Drainage Pumping Station upgrade are in accordance with the 2004 – 2010 County Development Plan and with the proper Planning and Sustainable Development of the area.
It is hereby recommended that this project proceed as proposed.
