Approval of external membership of new Audit Committee

REPORT:

In accordance with the Audit Committee Charter approved by this Council in 2008 the Audit Committee shall have seven members including at least four external members and not more than three serving or retired Councillors. Membership of the  Committee will be established by resolution of the Council.  

This Council approved the elected members representation on the Audit Committee at the July 2009 Council meeting (Councillors D. Keating, J. Lahart and G. O'Connell) and and in accordance with the Charter the external members must be also be approved by the Council on the nomination of the Manager following consultation with the Mayor.    Under the terms of Circular Letter F 11/07 of 23rd May 2007 (see attached)  the external members should have financial management/audit expertise and following consultation between the County Manager and Mayor Mick Duff the following external nominations are recommended to the Council for approval:

1. Mr. Gerry Lynch, Director of Finance Adelaide & Meath Hospital - nominated by Adelaide & Meath Hospital

2. Mr. Thomas Stone, Secretary / Financial Controller, Tallaght Institute of Technology - nominated by Tallaght Institute of Technology

3. Mr. Gerry O’Reilly, Newmarket Partnership - nominated by South Dublin Chamber

4. Mr. Garrett Robinson, SIAC Construction - nominated by South Dublin Chamber

It is considered that together with the three Council nominees, the external members proposed will constitute a very strong team to continue the role laid down for the Audit Committee in the approved Charter and it is recommended that the Manager's nominations as outlined above be approved.
