Questions
To ask the Manager in view of the obvious growth at grass verges, near busy junctions and roundabouts throughout the County, which is clearly creating a road safety diffficulty and interfering with sightlines, will he give an updated report on why this neglect has been allowed to develop and what measures, if any, he proposes to take to rectify this potentially dangerous situation?
To ask the Manager has there been any updated circular from the Government outlining a new sales strategy aimed at releasing affordable homes where local authorities are currently experiencing difficulties and with a view to reducing local authority waiting lists?
To ask the Manager whether there are any plans to adjust County Council rents downwards because of the imposition of the pension levies and other additional taxes and, if so, could he outline these plans?
To ask the Manager to provide figures and locations for vacant private housing and apartments within our County and to comment on how such accommodation could be brought on stream for people in need of a home?
To ask the Manager the total amount of unspent development levies received up until the end of 2008 that are currently frozen and unavailable for expenditure in line with the directions of a government circular issued earlier this year?
To ask the Manager to detail any proposed or planned works that have been stalled as a result of the freezing of all unspent development levies received up until the end of 2008 in line with the directions of a government circular issued earlier this year?
To ask the Manager to report on current arrangements which the council has in place for grass cutting along the verges and medians of national primary roads and to update on whether council staff have received the necessary training and approved health and safety accreditation and have access to appropriate equipment to allow them to carry out this grass-cutting?
To ask the Manager if he will make a report on the Council's programme of grass cutting in the current season, including (1) cutting of grass and maintenance of open spaces within housing estates which have been taken in charge, (2)cutting of grass and maintenance of open spaces within and at the entrance of estates where the developers are co-operating with the Council on preparing for taking in charge and where the developers have responsibility for grass cutting, (3) cutting of grass verges and central medians on public roads within the county, and (4) cutting of grass and maintenance in cemeteries in the County?
To ask the Manager for an updated report on the Intellectual Enterprise Zones initiative?
To ask the Manager if he will provide a report to members on the current operation of the various Grants Schemes available to older householders, householders with disability, householders with mobility problems, and if he can indicate the adequacy of the funding available to the Council for 2009?

To ask the Manager to reconsider the Garden Waste levy given the huge increase of dumping of garden waste at the parks and laneways of South Dublin County Council since Dublin City Council decided to introduce the levy at the Windmill Road Crumlin site?
To ask the Manager what progress if any has been made with regard to combatting the scourge of graffiti in the Tallaght Central area and whether a code of voluntary practice would be considered by all concerned banning the sale of materials to under 18 year olds that facilitate this destructive behaviour and that shopowners of such materials be invited to make submissions in this regard in this Local Authority area into how best this nuisance might be averted?

That the elected members condemn the decision by the Government to reduce by almost €3M the funding to this Council for this year, and the risk to jobs and services that this savage cut poses.
Motions
That this Council calls on the Minister for Transport, Mr. Dempsey to instruct the Taxi Regulator to suspend the issuing of licences with immediate effect.
That this Council calls on the Manager, when signing agreements with Voluntary Housing Associations states that no more than 15% of tenants income will be payable for rent taking into consideration the Council's differential rent scheme only charges 10% of tenants income and as some Associations are currently charging as much as 20% rent which is placing a disproportionate burden on those tenants, who applied for housing under the same scheme as Council tenants.
That this Council agrees to seek an urgent meeting between South Dublin County Council and the Minister/ Department of the Environment and Local Government with a view to greatly increasing our County's annual allocation from the Local Government Fund and that the delegation from our County includes both senior council officials and senior elected councillors.
That South Dublin County Council, in accordance with section 20 of the Planning and Development Act 2000, initiates a variation to the Clonburris Local Area Plan to remove all provisions and references relating to the objective to create new link routes between the lands subject to the Local Area Plan and the existing residential estates of Oldbridge, Rossberry and Tullyhall, all of which would involve the removal or altering of existing boundary walls. This variation will involve:
- Amending the diagram in Section D.2.8 of the Local Area Plan entitled ‘Proposed secondary urban structure of Clonburris Eco district’ to omit the proposed park link route which connects to the existing green area between Oldbridge & Rossberry estates;
- Amending the various diagrams under section LAP.01 Kishoge Cross to omit ALL potential pedestrian and cycle links to the existing residential estates of Oldbridge, Rossberry and Tullyhall.
- To amend any other sections and diagrams of the Local Area Plan as required to ensure consistency with this variation.
That the Manager immediately reinstates the Beautiful South County Award scheme and to ask when the decision to cancel was made, why was it not relayed to councillors and how much did it cost in 2008.

That the Manager provide a detailed Written Report on the circumstances surrounding the compilation, printing and distribution of the document entitled "South Dublin County Today" dated May 2009. That the Manager, in reporting on the matter that he would state and clarify the following in his replies: a) Where the document was printed . b) The total external cost of its production and printing. c) The means and cost whereby the document was distributed. d) Whether, and how many, copies remain undistributed. e) Who authorised the publication and was that decision to have the document distributed done in conjunction with the then sitting councillors . f) Who determined the date of distribution of the document.

That this Council calls for a resolution to the difficulties that residents experience when their bin collections are scheduled on Monday and then continually interrupted by Bank Holiday service gaps. Further that this Council will explore the possibility of rotating the schedule to ensure that no particular residents take more than their fare share of lapses in service.
That this Council affirms its determination to achieve fair treatment by the Department of Environment, Heritage and Local Government in the allocation of finance from the Local Government Fund, requests the Manger to prepare a submission to the Minister presenting the case for South Dublin County Council to be treated in the same way as similar local authorities, including those in the greater Dublin Region, and to seek a meeting between the Manager and the Mayor, and the Minister, before preparatory work on the 2010 Council budget.
That South Dublin County Council requests the County Manager to put the electoral register on the Internet unless there is a legal impediment to doing so.
That the Manager arranges for all planning application documents which are to be published on the council website to be made available as PDF files as opposed to DjVU files so as to ensure the maximum level of public accessibility.
