QUESTION: Councillor E. Walsh 2009
To ask the Manager to reconsider the Garden Waste levy given the huge increase of dumping of garden waste at the parks and laneways of South Dublin County Council since Dublin City Council decided to introduce the levy at the Windmill Road Crumlin site?
REPLY:
The Council currently accepts green waste at both the Esker Green Waste Facility at Esker parks Depot and Ballymount Civic Amenity. There are significant costs associated with the processing, loading and removal of green waste from these sites as well as running costs and overheads which necessitate a contribution from customers diposing of green waste in accordance with the Polluter Pays principle to offset some of these costs and enable the Council to provide additional recycling facilities to residents. Costs associated with the Esker Green Waste Facility in 2008 alone were over €400,000. Accordingly it is not proposed to amend the charges to these sites as experience of otehr authorities suggests that where no charges are in place green waste is brought from outside the County boundary for processing..
While there has been an increase in disposal of green waste in the County recently, increased vigilance by both Anti-Litter Wardens and the community in general can assist in reducing or preventing this occuring.
