QUESTION: Councillor W. Lavelle
To ask the Manager to detail any proposed or planned works that have been stalled as a result of the freezing of all unspent development levies received up until the end of 2008 in line with the directions of a government circular issued earlier this year?
REPLY:
Due to the extensive programme of infrastructure carried out by the Council over the past decade there are no unspent Development Levies at the end of 2008. All proposed and planned projects are included in the Council's Rolling Capital Programme and this programme was presented to and noted by the Council at its meeting held on 11th May 2009.

Rolling Capital Programme 2009/2011 Schedule of projectsā€¯ The schedule of Projects together with the financial details of funding is divided into 3 specific categories as follows: Category 1 - Projects where the Council is contractually bound to deliver. Category 2 - Projects which are committed but are subject to availability of funding. Category 3 - Projects which are planned but subject to availability of funding. It is important to note that the delivery of the projects within the Rolling Capital Programme are in the main subject to funding from a number of different sources one of which is Development Levies. The priority of the Council, at this point in time, is to identify the financial resources to enable the delivery of the Category 1 Projects.
