Questions
To ask the Manager to indicate what the current cost of bin charge waivers is to South Dublin County Council on an annual basis and to indicate if it is possible for this Council to recoup what is clearly a state social welfare benefit to South Dublin County’s budget?
To ask the Manager to state what specific actions have been carried out to address the matter of illegal landfills throughout South Dublin County?
To ask the Manager will he give an update on the meetings he has had with state departments in relation to the ongoing difficulty being experienced by leisure and swimming pools in the County?
To ask The Manager to outline how Housing Estates with Management Companies could be taken in charge by South Dublin Co. Council and the timescale involved?
To ask the Manager whether or not it is legally possible to have a parking permit system on the public road for residents and their visitors in a housing estate which has been taken in charge?
To ask the Manager to report on the number of actions initiated under the Derelict Sites Act in recent years, the number that were successfully completed by SDCC and the number of cases the were lost and the number of cases dropped or abandoned and would he make a statement on the matter ?

To ask the Manager if he can make an updated report on discussions with Tallaght Community Arts and Alternative Entertainments regarding their role as "anchor tenants" in the Council's new Art Centre, as indicated in a reply to a Question to the Manager at the July Council meeting?
To ask the Manager if he will update the Reply given to Question 11 at the April 2008 Council meeting, in regard to the current position on House Refurbishment/Adaptation Grants Schemes operated by the Council for a number of categories including older persons, persons with mobility problems and householders with older housing needing rewiring, roof repairs, window replacements and central heating and if the new schemes/procedures announced some time ago by the Department of Environmenmt, Heritage and Local Government are being implemented?

Motions
That the Manager undertakes to develop a section of www.sdcc.ie for children, to have links to this section of the site featured prominently on the homepage of www.sdcc.ie and to create as much interactivity as possible within it in order to engage, educate and encourage as much participation by children as possible as well as promoting active citizenship from an early age. This is to be created in addition to the development of the "Skids" section of the Libraries website.
That the Council agrees on a policy of naming roundabouts in the County for ease of reference for motorists and commuters and visitors to each area.
This Council agrees to instruct the manager to treat as a priority, the resolution of the licence/ lease issue for Community projects in the South Dublin County Council area and can he give an updated and detailed report on the exact reasons, per project, for the long years of delay in releasing these vital documents.
That this Council deplores the announcement by Minister Martin Cullen, in a written reply to a Dail Question on 24 September regarding the Government's Local Authorities Swimming Pools Programme, that "it is not intended to launch a new Programme at this time", condemns the delaying tactics used by the present Government in its responses to queries from this Council about the Programme, and requests the Manager to make a statement on the consequences for the Council's Water Leisure Strategy, and the Council's plans to build a swimming pool in Lucan, of the Government's decision not to launch a new Programme, in contradiction to repeated indications to this Council about the imminent re-opening of the Programme.
That this Council liaise with the three other Local Authorities in the Dublin Area to introduce (a) transitional accommodation for Traveller Families and (b) emergency accommodation for Traveller Families who for legitimate reasons find themselves in a homeless situation.
That South Dublin County Council supports the introduction of by-laws or other measures which would ensure that circuses which use wild animals are prohibited from performing in any part of South Dublin County, in light of the well-documented evidence of suffering endured by the animals involved and the serious animal welfare issues raised.
That this Committee recommends that single people, male and female, be permitted to go on South Dublin County Council's housing lists.
That this Council discusses mapping of the SDCC areas with particular reference to areas vulnerable to flooding and to state what action has been taken on this issue to date.
That the Manager investigates complaints regarding environmental pollution at Behan's Quarry off the N7, including:
(1) silt deposits from the quarry on to the N7 creating dust clouds across the carriageway, and
(2) dust pollution from trucks exiting the quarry where truck loads are not covered by tarpaulin or similar pollution preventing methods resulting in dust clouds across the carriageway.
That under S 139 of the Local Government Act, 2001 this Council resolves to direct the manager not to grant a right of way relating to a proposed development at Saggart Arms, Saggart, Co. Dublin - Hannah Homes Ltd. - Planning Reg. Ref. SD06A/0636.
That this Council ask the Minister for Environment, Heritage and Local Government to strenghten the powers of Local Authorities to deal with anti - social behaviour.
That this Council calls on the Manager to investigate the establishment of an outreach service in conjunction with NGO’s and State Agencies to inform Senior Citizens from the South Dublin County Council area of grants and other entitlements that are available to them and many administered by this Council.
That SDCC appoint an Area Manager to each of the administrative areas within the county. A primary function of this manager would be to co-ordinate the functions of the various internal departments to ensure that works are planned and delivered as a project - with consistent and predictable levels of quality and service. This person would be a single point of contact for work-in-progress within that area.
That this Council, of South Dublin Co. Council dispose of the lands and property that were required for the upgrade of the N7, that are left over, and use the proceeds to redesign the Tay Lane N7 Junction, and to negotiate with the N.R.A. on the interim and longterm solution.
That this Council supports the demand of the Disability Federation of Ireland that the Government and the Health Services Executive provide adequate monies for the funding of disability and mental health services, specifically that the Government cancels the proposed 1% cut proposed in Budget 2009, that the HSE restore the 1% cut being implemented in 2008 and re-assign the €70 million redirected by it in 2007 and 2008 back to disability and mental health, and that the Government puts in place measures to ensure that the HSE cannot unilaterally remove disability and mental health funding allocated to it by Government, and requests the Manager to write to the Ministers for Finance and Health and Children and the Chief Executive Officer of the HSE conveying the views of this Council.
That the Manager write to the Minister for the Environment requesting that he set up a joint working group composed of representatives of both the elected members and management of South Dublin, Fingal, Kildare and Dublin City Councils, with the objective of actioning the recommendations of the EMS Report on the Liffey Valley (given that the OPW have indicated that they are not to coordinate the work of promoting a Liffey Valley National Park).
