QUESTION: Councillor R. Dowds
To ask the Manager whether or not it is legally possible to have a parking permit system on the public road for residents and their visitors in a housing estate which has been taken in charge?
REPLY:
No, it is not possible to have a permit system restricting parking to residents and their visitors on public roads. Under Section 36 of the roads and traffic act 1994, However, South Dublin County Council is empowered to adopt Control of Parking Bye Laws. Such bye laws have been adopted to manage the parking in and around village centres. Exemption permits are available to residents and their visitors removing pay and display time and cost restrictions. This has generally resulted in cessation of inappropriate parking.
