CORPORATE PROCUREMENT PLAN

REPORT:

 South Dublin County Council's first Statutory Strategic Corporate Procurement Plan (CPP) has been prepared under the National Public Procurement Policy Framework.  The development of the plan which was  coordinated by the Corporate Services Department is the culmination of almost twelve months work and has been prepared following direct input from an interdepartmental multi-disciplinary working group with the assistance of Figpc Consultancy Service (engaged under a formal procurement framework) to assist the Council in its development and implementation.  

In the course of the development of this plan a comprehensive review of the Council's procurement activity was undertaken. This review identified opportunities for improvement in the context of the procurement management reform programme being sponsored by the National Public Procurement Policy Unit.   The review focused on two key areas:

 ·   A comprehensive expenditure analysis based on the Council’s expenditure data for the 2007 financial year (excluding major capital and salary costs)

·   A Comprehensive skills analysis which focused on the actions of staff involved in procurement and purchasing activities.  Over 220 staff participated in this exercise which was held over two full days.

The results of these analyses have informed the development of this Corporate Procurement Plan and details are outlined in some detail within the Plan.

This CPP is underpinned by four core procurement principles and eight high level objectives which ultimately aim to:  

·   Enable the development of better processes

·   Introduce best practice procurement

·   Lead to real cash savings and processing efficiencies

The strategic Corporate Procurement Plan will be supported by a Procurement Implementation Plan (PIP) with appropriate measurable KPIs. This plan will detail the key milestones and timelines for the attainment of the CPP’s Goals and Objectives and will be reviewed on a yearly basis.

The development of the CPP has been grant aided (€10,000) by the Department of Environment Heritage & Local Government.
