In Section 0.3.20, on page 19, add an additional sentence to the last paragraph, after "other plans and studies as appropriate", as follows: "The Council will encourage and support the participation of local communities, in historic villages such as Palmerstown, Newcastle, Rathcooole, Clondalkin, Rathfarnham, and Tallaght in Village Design Statement projects."
To ask the Manager if he would consider giving people with Monday bin collections, collections on alternative days of the week when Monday bank holidays occur?
In Section 0.4.6, in the first paragraph, delete the phrase "where it is appropriate to do so,".
Section 1.2.14.vi Policy H6, add the following paragraph, after "in close proximity":
"A Local Area Plan will be drawn up and adopted to control any such proposed infill development, where the area of land considered for development is greater than 2 hectares."
Section 1.2.24.i Policy H14. Add the following sentence, after "objectives of this Plan.": "Such infill developments will be subject to a Local Area Plan, where the scale of a proposed infill development is significant relative to the size of the existing area and the number of existing residential units."
That, in view of the meaning given to the term Childcare in the first paragraph of Section 1.3.21 on page 59, the heading be amended to read: “Childcare and Pre-school Facilities”.
That Section 1.3.20.iv be amended as follows: After the words “significant improvements to be made” delete “in conjunction with principles(sic), teachers, parents/guardians, boards of management and pupils” and replace with “the VEC, school boards of management, principals, teachers, parents/guardians and pupils.”
That an additional Policy be added to Section 1.3.22 as follows: 1.3.22.xiii Policy SCR26: Location of Childcare and Pre-school Facilities
"It is the policy of the Council to facilitate and support through the planning process the location of childcare and pre-school facilities on the same campuses as Primary Schools, or adjacent to Primary School campuses."
In Section 1.3.41 Allotments add the following sentence to the 2nd paragraph, after “within the park.”: "It is an objective of the Council to examine the making of leases or other arrangements with farmers and owners of agriculture zoned land to facilitate and expand opportunities for residents of the County to rent sites for allotments.”
That on page 67 – Policy SCR49, “and Keep Ireland Open” should be added after “Committee” on 7th line and that the Draft County Development Plan is amended accordingly.
Amend Section 1.3.36.viii on page 67 as follows: After “County” add the words “including pitches and facilities for minority sports including cricket and baseball.”
In Section 1.4.14 Street Networks, add a paragraph after “public transport and the car.” At the end of the first paragraph, as follows:
“The Development Plan will incorporate the principles set out in the policy document on cul-de-sacs adopted by the Council.”
In Section 2.2.11 Policy add a new Policy, after 2.2.11iv as follows:
"2.2.11.v
It is the policy of the Council to implement, during the term of the Plan, a Pilot School Bus Service in the County, based on the model already developed by the Transportation SPC."
Amendment to 3.4.10.vii Policy S7: Local Centres
Third paragraph;
Remove "should" and replace with "may" - full paragraph as amended will read;
"Proposals to upgrade existing district or local centres may include a residential element, as a method to revitalise the area and provide for 24 hour surveillance, thus enhancing the security components or residential amenity in the vicinity after trading hours."
That on page 214 – 4.3.8 a new policy be included: “Golf Courses – It is the policy of the Council to ensure that proposals for golf courses or any extensions to existing ones will not impinge on any public right of way or walking route” and that the Draft County Development Plan be amended accordingly.
That on page 215 – Policy LHA32 all except the 2nd paragraph be deleted and replaced by:
1 - “List existing public rights of way, within one year of the adoption of the plan, but if the examination of traditional walking routes for possible designation is not completed within this time, that an Interim List will be prepared. The list will be accompanied by detailed maps showing the actual routes and the appropriate signage will be put in place. The list will be included in the Plan by way of Variation.”
2 - “Protect, preserve, promote, enhance, improve and maintain, for the common good, existing rights of way.”
3 - “Create new rights of way, as required, or extend existing rights of way either by agreement by or by way of compulsory powers in the interest of ensuring access to amenities. In particular, rights of way should be provided to from built-up areas to the countryside”.
4 – “Prohibit development and keep free from obstruction existing rights of way and walking routes, and take legal action if necessary to prevent any attempt to close them off."
5 – “Prohibit development which would prejudice public access to existing rights of way, unless specific arrangements are made for suitable alternative linkages.”
6 – “Look favourably upon planning applications which include proposals to improve the condition and appearance of existing rights of way.”
7 – “ Developments will not be permitted where a public way will be affected unless the level of amenity is minimised by:
(i) The footpath/bridleway being diverted by the minimum practical distance and the route continuing to be segregated from vehicular traffic;
(ii) Appropriate legal procedures have been undertaken to extinguish the existing right of way and to establish the new right of way to replace it.”
8 - “Existing rights of way and established walking routes shall be established prior to any new planting, new infrastructural development and any new energy/telecommunication developments.
That on page 216 – Policy LHA33 “with appropriate signage” be added to the 1st paragraph and in the penultimate paragraph “Keep Ireland Open” be added after “Partnership” on 6th line and that the Draft County Development Plan be amended accordingly.
SPECIFIC LOCAL OBJECTIVES
Add: "Greenhills Local Centre
Promote and facilitate appropriate development at the former McHugh's Shopping Arcade site on St James' Road, Greenhills to provide both community and commercial services for local residents."
That on page 222 – Specific Local Objectives “That a time limit of two years be provided for all objectives carried forward from the 2004 Plan” and that the Draft County Development Plan be amended accordingly.
That on page 315 – Regional Plans and Strategies - the following be added:
“Draft Regional Planning Guidelines for Greater Dublin Area – 2010-2022
Meath County Development Plan 2007-2013
Draft Dun Laoghaire Rathdown County Development Plan 2010-2016
Draft Fingal County Development Plan 2011-2017
Draft Kildare County Development Plan 2011-2017
Draft Wicklow County Development Plan 2010-2016”
and that the Draft County Development Plan be amended accordingly.
