To add a new policy objective to section 3.3.36 as follows: "It is the policy of the council to support the preparation and implementation of urban design masterplans for existing local centres so as to facilitate the regeneration and improvement of these centres as key commercial, civic and social hubs for the local community, with a strong sense of place and with improved linkage to surrounding residential areas."
To amend Policy S3: Scale and Location of Retail Development to add the following additional sentence at the end: “All planning applications seeking provision of additional retail floorspace will be strictly assessed to ensure that additional traffic generated by the scale of the proposed development will not lead to traffic congestion."
Archaeological, Heritage and Conservation - ref. The Protected Place - Theme 4 - to propose to ad 4.2.9.vi - "It is the policy of the Council to provide appropriate signage in areas, sites, villages, buildings of Archaeological, Heritage, Conservation and Historical significance."

Under Archaeological and Agricultural - Section 2 - ref. 4.3.7.i - proposed to add the following sentence "The council also recognises and will promote the Liffey Valley as having major tourist attraction potential."
To replace Local Zoning Objective 1 relating to re-development of Co-op Site at Cooldrinagh with a Specific Local Objective to facilitate removal of derelict buildings from this site.
Under Local Zoning Objectives, 1, Cooldrinagh - Redevelopment of former Co-Op Site, to propose adding the following final sentence "Any development will be confined to the footprint of the old buildings and be of a scale suitable to a green belt, adjacent to the Liffey Valley."
Under Local Zoning Objectives - Cooldrinagh - proposed to include: "2. It is the policy of the Council to consider proposals for the development of this area, including the recent proposal for the creation of a public park and recreational facility at Cooldrinagh, Lucan, made by Lucan Planning Council."
That Specific Local Objective 5, Lucan-Church of Ireland School be amended to read as follows:
"Facilitate the expansion of the Church of Ireland school in Lucan, on a site of appropriate area in a location to meet the particular needs of the school community."
That a new Specific Local Objective be added as follows:
Griffeen Valley Park
To continue to improve Griffeen Valley Park and to increase its biodiversity through appropriate measures including the provision of lakes and water features.
Add an additional Specific Local Objective as follows:
Old and new Cemetery Lucan
Enhance both cemeteries by undertaking and implementing a landscape assessment and plan
Add an additional Specific Local Objective as follows:
Take-in-charge the Brookvale Estate Open Space and develop the area at the top of Esker Hill as a Viewing Location for views over Lucan Village and the Liffey Valley.
Add an additional Specific Local Objective as follows:
Enhance and promote the small area of parkland/woodland along the Newcastle Road on the Lucan village side of Vesey Park and the Moat House area.
Add an additional Specific Local Objective as follows:
Encourage and facilitate the sensitive and selective lighting of key buildings and structures in Lucan Village such as Churches and the Liffey Bridge.
To add a specific local objective to provide for a time-related HGV ban along Newcastle Road from the N4 to the Grand Canal.
To add the following proposed local zoning objective for the vacant site next to Lucan Educate Together School, Mount Bellew Way: “Facilitate provision of car-parking and drop-off facilities and other community or education uses for the use of Lucan Educate School following consultation with the school authorities and subject to the agreement of members of the council."
To add a specific local objective to the lands currently used for the Esker Green Waste Centre reserving these lands for the current use as a Green Recycling Centre and Local Authority depot and requiring that development of any other proposed use can only proceed following preparation of an approved plan agreed by the elected members following appropriate public consultation.
To add a specific local objective to seek removal of the pylon next to the Sentinel Building in Adamstown.
To add a specific local objective to provide for the permanent closure and secure fencing-off of the Old Lucan-Newlands Road embankment between Moy Glas & Castle Riada estates.
