That this Committee, noting the contents of the reply to Question 16 at the ACM of 23rd November, requests the Manager to provide a Christmas Tree Re-Cycling Collection in the Lucan EA, in early January, for the following reasons:
1. This is the first Christmas since the closing of the Esker Re-cycling Centre.
2. The Brown Bin System has only recently been introduced in many parts of the EA, and householders are still getting used to the system, how best to use it etc.
3. It is not feasible to expect that a significant number of households will be prepared to cut up, pack etc. trees which in many households are quite large, and this method of disposal is likely to be beyond the ability of elderly householders.
4. The use of the Brown Bin for waste/surplus food is likely to increase very substantially in the period around Christmas/New Year, and there will not be room for chopped up trees.
That the Manager agrees to a deputation meeting with the Rosse Court Resident's Association to investigate resident's issues.

Initiate a Comprehensive Analysis of Traffic Congestion of the Road Network in Lucan South of N4
That this Area Committee, further to the report presented to the November meeting of the council's OP&F Committee on future projects stemming from Development Plan objectives, requests the Manager to present a detailed report on future forward-planning projects for the Lucan electoral area as either identified in the new Development Plan or otherwise considered necessary or appropriate by the Manager, and that this report would form the basis for discussion with the elected members on the selection of priority projects in the Lucan electoral area to be progressed over the coming year. In particular the Manager is requested to report on the resources likely to be required to progress the following three specific projects which may be considered as priorities by the elected members:

Review of the Liffey Valley Town Centre LAP- on foot of the two recent planning refusals by an Bord Pleanála;

Review of Adamstown SDZ planning scheme - taking account of changed market conditions and radically-altered development potential; and to provide an opportunity for existing residents of the SDZ to input on the future development of THEIR community;

12th Lock Masterplan -in conjunction with interested landowners.

That this Committee recommends that the Manager requests the Park's Department to plant suitable fast growing trees on lands owned by the Presbyterian Church alongside the N4 in Lucan, following the removal of trees from the piece of land acquired from the Church lands for the N4 Upgrade Project, to reduce the noise levels which have increased substantially at this location as a result of the removal of the trees.
To ask the Manager to provide the following information in relation to litter fines:-

That a new sign be put in place at St. Patrick's Avenue to replace the former sign which has disappeared and cannot be found. The sign should identify the numbers of the four houses situated in St. Patrick's Avenue. This is to eliminate confusion to assist emergency callout services who find it difficult to find addresses without a sign.
To ask the Manager for safety guidelines regarding access to fire hydrants in residential areas in view of blocking of same by vehicle owners who park blocking hydrants?
