That the Manager presents a report on the progress of the Palmerstown Community Centre.
That this Committee reaffirms it’s absolute commitment to securing delivery of a much-needed and long-awaited swimming pool for Lucan, in particular noting that that the population of Lucan (excluding areas in Fingal) now stands at 44,503, a 23% increase since 2006 and that since 1996 the population of Lucan-Esker has increased by 300%; requests the Manager to reassess the previously-prepared plans for a pool, to be located at Griffeen Valley Park, with a view to presenting re-costed and realistic plans for a swimming pool and leisure centre for Lucan.
That the Lucan Area Committee notes that the “Meet Your Politicians” event held in County Hall on 27th September as part of Active Citizenship Week, was well attended by representatives of community organisations and individuals from many parts of the County, especially the Clondalkin and Tallaght Central and South Electoral Areas, and that participants, including councillors, engaged in forthright and interesting exchanges on a wide range of issues and problems, about which residents look to the Council and councillors for actions and measures. The Committee notes however, that the attendance from the Lucan Electoral Area was disappointingly low: 2 residents, both from Palmerstown, 1 community worker and 3 councillors. The Committee therefore requests the Manager, in collaboration with the CPLN Partnership, to organise a similar “ Meet the Politicians/Councillors” event for a date in January 2012 to be held in the Lucan Electoral Area, e.g. in Ballyowen Castle Community Centre, and to promote appropriately amongst community organisations and the public.
That the Manager consider the need for a playground in Palmerston and an additional playground in Lucan when directing a sub committee of the Community, Parks and Recreational SPC to draft an updated Play Policy which will inform the Playground Construction Programme.

Questions
To ask the Manager if he will report on the operation of the Applicant Sourced Housing Scheme in the Lucan EA, the report to include information on the number of homes offered by property owners and the number of homes which have been secured for the scheme and allocated?

That this Committee noting the repeated failure of the owner of the Coolamber site at Finnstown to close the gap in the railings at Finnsview (photo attached) which is being repeatedly used by persons to access the site to engage in trespassing and anti-social behaviour, requests the Manager to seek the immediate closure of this gap; and furthermore in line with the reply to membersrep query 26011 dated 19th July 2011 to further request the Manager to seek ‘the removal of all materials and structures on the site which may currently provide an attraction and cover for groups of youths resulting in anti-social behaviour and possible danger to the individuals involved’.
Parks
Questions
To ask the Manager to replace two cherry blossom trees at Esker Lane which were previously removed and not replaced; and to further include additional tree-planting in Woodville Estate as requested by the residents association as part of the next Arboricultural Programme?
To ask the Manager, further to the reply to my questions at both the March and April meetings, to provide a detailed update on the work of the Internal Taskforce established to prepare a strategy for the derelict piece of land adjacent to Droim Na Coille Estate, including the possible incorporation into adjoining properties or fencing to prevent ingress; and to further advise on a likely timeframe for planned consultations with adjoining residents?
To ask the Manager to give an update on proposals to cost the option of bringing power into Griffeen Valley Park for a timer-controlled locking mechanism on the pedestrian gate at Griffeen Glen Park/Elm Green and to add posts/boulders at either side of this gate to dissuade speedy approach to the gate by scrambler bikes, etc?
To ask the Manager if he will note the facilities, including the woodland walk, provided by Fingal County Council in the part of Lucan Demesne under its jurisdiction, and if he will request the Park's Department to examine the potential for measures to improve the variety of the public amenity in that part of the Demesne under the jurisdiction of South Dublin Country Council, with a view to bringing forward an enhancement plan and providing funding for the implementation of such plan in the 2012 Council Budget?
To ask the Manager if he can arrange for an inspection outside the house at the address supplied, which has been reported as causing problems at the location, and if the Park's Department will consider removing the tree concerned?

That this Committee calls for help to be given to Foxborough Maintenance Association with regard to tackling a problematic area located between the green space at Foxborough Road and the Outer-Ring Road. That the Association will be met, the area examined and that a collaborative approach involving the Association, our Environmental Services Department and our Park's Department is agreed. The aim of this will be that the area can be maintained free from litter, graffiti, anti-social behaviour and illegal activity.
That this Committee acknowledges that the concerns of residents of Foxborough residents, and the Foxborough Environment Group, about anti-social behaviour incidents in the vicinity of the back of the field at Foxborough Road, asks the Manager if the Council has been involved in any discussions with residents and An Garda Síochána, about those problems, requests the Manager to present a report on problems at the location reported to the Council, and requests the Manager if the Council would be prepared to fund an increase in the height of the boundary wall.
That this Committee request the Manager to examine and report on the feasibility of removing the stretch of boundary wall and hedging at the very south of the open space at Foxborough Road and extending this open space to incorporate the strip on leftover land between the wall which to be removed, the boundary wall to Thomas Omer Way and the boundary to the entrance road to the Carline Centre. Removal of this stretch of wall and the opening-up of this area would be of significant benefit in removing a secluded anti-social blackspot.
That this Committee calls for lands in Palmerston located between the M50 and housing (Laburnam Walk) to be made available to the local community for maintaining gardening and vegetable plots.
That this Committee recommends that South Dublin County Council, in conjunction with Lucan Educate Together NS, seek to develop a Community Garden on the vacant plot of council-owned land next to the school on Mount Bellew Way.
Roads
Questions
To ask the Manager to provide an update on the pressing need to provide safe pedestrian crossing points on both Fonthill Road and Bothair an Life, close to the St. Loman's Road junction, so as to improve safety for pedestrians seeking to walk between nearby areas of Lucan and Liffey Valley town centre and in particular for residents of St. Edmunds seeking to walk safely to and from the bus-stops on the N4 corridor?
To ask the Manager for a detailed update on the proposed Permeability Project in the Griffeen area including my long-standing request for a signalised pedestrian crossing on Griffeen Avenue outside Oldbridge Estate, including an update further to the report given on this specific matter at the September 2011 Traffic Management Meeting?
To ask the Manager to relocate the dished kerb at the corner of Colthurst Crescent (just north of junction with Colthurst Mews) as previously requested at the May 2011 Traffic Management Meeting. Residents seeking to cross the road via the existing dished kerb are unable to see oncoming traffic coming from the direction of the estate entrance?
To ask the Manager if he will request the Road's Department to carry out an investigation of potential risks to pedestrians, including schoolchildren and residents of Stewart's Hospital, in using the footpaths to access the footbridge at the N4/Kennelsfort junction, including pedestrian lights at the lower end of Kennelsfort Road and make a report on the matter?
To ask the Manager if he will arrange for an inspection of the time periods allowed for traffic going through the Kennelsfort Road/N4 Junction, in particular if he will assess if sufficient time is allowed for vehicles crossing the N4 to and from Palmerston Village, and if he will also clarify the position regarding vehicles coming along the N4 from the Lucan direction, and doing a U-Turn, because they have missed or been confused by signage at the N4/M50 roundabout?

That a discussion take place on the Parking Scheme as it applies to the Lucan / Palmerston Area with particular reference as to how it serves traffic flow, the taxi trade, residents and the business community.
That the Manager report on revised gritting routes for the Lucan and Palmerston areas, which will be enacted during adverse weather/road conditions.
That the Lucan Area Committee affirms its unanimous support for the existing total ban on HGVs (over 3 Tonne) on the stretch of the Outer Ring Road (Grangecastle Road) between the junction of the ORR with Adamstown Relief Road and the Fonthill Link Road to the Woodies Bridge over the N4. That the Committee further notes that Motion (3) on the Agenda of the October Council meeting (which fell, as the Motion was not proposed at the meeting) refers incorrectly to a proposed "Ban" on HGVs on the Newcastle Road in the vicinity of the Superquinn Centre at Lucan, and reaffirms the support of the Lucan Area Committee for a time limited "restriction" on HGVs using a section of the Newcastle Road at certain specified time corresponding to the daily opening and closing of National and Second Level Schools in the vicinity.
