MOTION NO. 20

MOTION: Councillor W. Lavelle

That this Committee request the Manager to examine and report on the feasibility of removing the stretch of boundary wall and hedging at the very south of the open space at Foxborough Road and extending this open space to incorporate the strip on leftover land between the wall which to be removed, the boundary wall to Thomas Omer Way and the boundary to the entrance road to the Carline Centre.  Removal of this stretch of wall and the opening-up of this area would be of significant benefit in removing a secluded anti-social blackspot.

REPORT:

Further to a report to the September Meeting of the Area Committee a meeting took place at Foxborough Estate, Lucan, on Thursday 20th Oct.2011 with the Mayor Caitriona Jones, a member of Foxborough Maintenance Association, two residents and an official of the Development Department.

Incidents of concern to residents were identified as follows:

  1. Domestic waste being brought through the open space of the estate by commercial operators and private individuals and being burned on Council owned lands adjacent to the Foxborough Estate
  2. Children and youths congregating and drinking on the wall and on the Council owned lands to the rear of the open space.
  3. People from outside the estate using the estate to access the general Lucan area.

Arrangements are being made to have the Litter Warden monitor the area over a period of time with a view to identifying those responsible for the illegal dumping and burning of waste.
