That this Council believes that the review of the Council's Play Policy and the Five Year Playground Programme should be given more priority and brought to a conclusion so that a Report can be given to the September Council meeting, and that it is the view of the Council that a new Playground Programme should include plans for smaller local playgrounds in small parks or estate open spaces, and or provide for collaboration with school and church authorities for playgrounds to be located in school and church grounds, and that the new Programme should include one or more pilot projects for adult exercise spaces adjacent to playgrounds.

That this Council, noting the population increase in South Dublin to some 265,174 residents as detailed in the Preliminary Results to Census 2011, and the ratio of one Councillor to every 10,199 residents (one of the highest in the State), calls on the Minister for Environment, Community and Local Government, in the interests of democracy, community representation and fairness, not to reduce the number of Councillors in the South Dublin area in his upcoming review of local government arrangements.

That the Manager investigates the economics, practicalities and insurance/liability implications of installing an exercise area in parks where playgrounds already exist. Such an area would offer park users opportunity to use gym-like equipment for free in their local park. This is common practice on the continent where the equipment used is heavy duty, has anti-graffiti properties and cannot be easily vandalised.

That this council examines the feasibility of helping tenants to conserve water usage, such as the provision of rainwater barrels for garden use, and the installation of more water efficient appliances such as two flush toilets and water efficient taps.

That this council calls on both the Manager and Dublin Fire Brigade to carry-out an independent and transparent fire services risk assessment for all areas of our county to identify priority service improvements needed given the very serious concerns that exist over the excessive journey-times for responding fire services to reach highly-populated areas of our county furthest away from existing fire stations.

Given the ongoing effects of the financial crises on families and individuals and conscious of the hardship and stress being experienced by many homeowners in this County, the elected members of South Dublin County Council calls on the County Manager to write to an Taoiseach asking that the Government put in place equitable and formal structures that will address the situation in which different categories of mortgage holders find themselves in in relation to their private residence, so that they may be able to re-negotiate and if necessary, re-structure their mortgages that will be economically beneficial to themselves and their families, in the context of debt sharing and in the interest of the common good.
