MOTION NO. 6

MOTION: Councillor G. O'Connell

That the Manager responsible (a) provide a report detailing the Councils policy on the identification and designation of Taxi Ranks in both private and public places and (b) that he write to  the relevant Minister calling for a review of current legislation into the provision of Taxi Ranks on Private Property and that the designation of such ranks for the exclusive use of designated Taxi Drivers/companies/groupings be made illegal.

REPORT:

A taxi stand (or rank) road marking (RRM 029) and a taxi sign (RUS 020) are prescribed in the relevant traffic regulations and it is permissible for the Roads Authority to install them on the public roadway.

Following consultation in relation to the Control of Parking Bye Laws submissions were received from various residential and commercial interests in the parking control areas. These representations included concerns in relation to lack of taxi stand capacity. On foot of these representations proposals for the provision of taxi stands are being developed in the areas highlighted during the public consultation.

The Council Roads Department has no role in the designation of taxi stands on private property, however, the development of a business to provide taxi for hire on such property, including taxi waiting area is subject to normal planning requirements.

If the motion be passed  the terms of the resolution will be forwarded to the relevant Minister with responsibility for the regulation of Taxis.
