To ask  the Manager that all grey bins be returned to footpaths when emptied, rather than being left on the roads, as in case in many estates?  The practice of not returning grey bins to footpaths by some staff, is not only a source of great annoyance and inconvenience to many residents, including our senior citizens, but is also potentially dangerous as many cars can be seen manoeuvring around grey bins that are left on roads in our estates.

To ask that the Manager would report in detail as to why grass remains un-cut, in some cases for many months, including in road medians, and verges in our county?  In some adjoining local authorities it is evident that grass in similar locations is being maintained on a regular basis, an example of which is on the N4 where on the Dublin City side grass is being maintained regularly and on South Dublin County Council side it is in the most appalling condition.

To ask that the Manager would report in detail on the lack of regular maintenance to this county's cemeteries. The lack of regular maintenance is the source of great upset and embarrassment to many residents, particular those visiting the graves of their loved ones on weekends, anniversaries, birthdays etc. In addition many residents visiting cemeteries in South Dublin for funerals have remarked how unsightly our cemeteries are. Will the Manager also report in detail as to what measures will be taken to remedy this very serious and sensitive matter?

That this Council calls on the Manager, when signing agreements with Voluntary Housing Associations states that no more than 15% of tenants income will be payable for rent taking into consideration the Council's differential rent scheme only charges 10% of tenants income and as some Associations are currently charging as much as 20% rent which is placing a disproportionate burden on those tenants, who applied for housing under the same scheme as Council tenants.

That South Dublin County Council, in accordance with section 20 of the Planning and Development Act 2000, initiates a variation to the Clonburris Local Area Plan to remove all provisions and references relating to the objective to create new link routes between the lands subject to the Local Area Plan and the existing residential estates of Oldbridge, Rossberry and Tullyhall, all of which would involve the removal or altering of existing boundary walls. This variation will involve:

  • Amending the diagram in Section D.2.8 of the Local Area Plan entitled ‘Proposed secondary urban structure of Clonburris Eco district’ to omit the proposed park link route which connects to the existing green area between Oldbridge & Rossberry estates;
  • Amending the various diagrams under section LAP.01 Kishoge Cross to omit ALL potential pedestrian and cycle links to the existing residential estates of Oldbridge, Rossberry and Tullyhall.
  • To amend any other sections and diagrams of the Local Area Plan as required to ensure consistency with this variation.

That the Manager while recognizing the importance of Health and Safety at work and the need to provide a safe working environment for all Council employees and Contractor’s staff engaged in work on live roads adjacent to or close to traffic and with due regard to the safety of the general public that it is also necessary for this Council to be able to continue to provide and maintain services in a safe and efficient manner, calls for an immediate review of the new interpretation and the effectscaused by the implementation of the Health and Safety at Work Act 2005, the various improvement plans and the Ashbourne Document to identify those services which are adversely effected or not being provided as a result of the cost and resource implications in attempting to carry out those functions.

That the Council cancel the increase in fees for playing pitches and revert to the 2008/9 fees.The proposed increase in fees is an unnecessary burden on clubs. Due to the recession it is now more difficult to fundraise or ask parents for more money. As such the Council should recognise this and cancel the fee increase.

Noting the government’s intention to establish the National Asset Management Agency (NAMA), this council calls on the Minister for Finance to reconsider the proposal. We believe that the establishment of NAMA will lead to ordinary taxpayers bailing out irresponsible bankers and developers, and to a high level of government borrowing which future generations will have to repay while billions of euros are being used to bail out the banks basic services, resulting in reduced funding to local councils for essential services.

As this council is gravely concerned that the resources used to bail out the banks will derive local councils of necessary funding to develop and run local services we hereby call on the Minister for Finance not to proceed with the proposed establishment of NAMA and urge the public to support the Dublin demonstration scheduled for 19th September 2009.

That the Manager will present a detailed report for discussion, and following earlier representations, on what new facilities are been sourced by this Council that would provide the residents of this county with additional outdoor recreational and sporting opportunities that are also less conducive to anti-social behaviour and vandalism? There are newer and more innovative such fittings for parks and open spaces that could be explored on a pilot basis and that may prove to be successful and beneficial to all our people, and that are required now more than ever, and that will play a part in ensuring we have a healthier community and that will also assist in combating anti-social behaviour.

That this Council asks the Manager to introduce a minimum of 4 grass cuttings in every graveyard in the County during the grass growing season.  The current situation of one cutting per year has resulted in graveyards being inaccessible, particularly to senior citizens, and is causing emotional distress to families who have loved ones buried in these graveyards.

That the Manager would agree to carry our review surveys of major road widening projects in our county, which when completed, often following decisions made by An Bord Pleanála, leave homes in many areas in our communities at serious disadvantages owing to increased noise levels and loss of visual amenities, which clearly demonstrates that examination of such matters at the early planning stages can be inadequate or even flawed.
