MOTION: Councillor W. Lavelle

That the Manager arranges for all planning application documents which are to be published on the council website to be made available as PDF files as opposed to DjVU files so as to ensure the maximum level of public accessibility.

REPORT:

The DjVu implementation has recently been introduced in order to facilitate a more accurate representation of large format and colour documents.  There is a technical impact to publishing all documents in PDF format which revolves around the file size of the resulting scanned document.  DjVu is a technically feasible manner in which large format documents including colour (up to full colour) at sizes of A3 to A0 can be distributed online in a reasonable manner without impact on the end user. 

A free download is provided to the required viewer so in essence the technical ability to view these documents is identical to PDF i.e. you download and install a viewer (once only) and your browser reads and displays the file.

If the DjVu files were converted to PDF for web publication, the resultant PDF files would be excessively large and would cause technical difficulties which would be detrimental to customer service both in ease and speed of access.
