REPORT
The following Report was approved by the Council at it’s meeting of 14th January2008:
"An Application has been recieved from Respond Housing for funding in the amount of €36,313,820 to fund a development of 190 social housing units at Cookstown Way, Springfield, Tallaght. The Association is an approved Voluntary Housing Body under Section 5 of the Housing Act, 1988 and has considerable experience throughout Ireland in the management of such projects. The funding application is split between three funding schemes as follows:
Capital Loan and Subsidy Scheme €15,714,055.00
Capital Assistance Scheme €19,174,765.00
Communal Facilities Grant Scheme €1,425,000.00
The accommodation will provide a mix of general needs housing, housing for applicants with intellectual difficulties and hosuing for the elderly. The accommodation consists of 15 no. 3 bedroom apartments, 48 no. 2 bed apartments, 106 no. 1 bedroom apartments, Group house of 12. no units, short term housing facility of 9 no. units.
Planning Permission in repect of the develpoment was granted by An Bord Pleanala on 13th December 2004 (Reg. Ref SD03A0804 refers) http://www.sdublincoco.ie/index.aspx?pageid=144and work is projected to commence on site January 2008.
The Council at it's meeting held on 14th February 2005 (minute number C/0119/05) approved a land acquisition loan in the sum of €6,620,000 to fund the amount is included in the total funding of €36,313,820 now sought.
Under Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 the granting of assistance under the Capital Assistance, Commucal Facilities Grant and Capital Loan and Subsidy Schemes is a reserved function of the Council.
Accordingly, the following motion is required:
That this Council recommends that the application for a grant in the amount of €19,174,765 under the Capital Assistance Scheme, a grant of €1,425,000 under the Communal Facilities Grant and a loan of €15,714,055 under the Capital Loan and Subsidy Scheme to Respond Hosuign Association for a development of 190 social housing units at Cookstown Way, Springfield, Tallaght in accordance with the requirments of Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 be approved."
Revised appications have been recieved from Respond Housing Ltd. as follows:
Capital Loan and Subsidy Scheme €16,278,408.00
Capital Assistance Scheme difference €20,268,512.00
The increased amounts sought under the Capital Loan and Subsidy Scheme and the Capital Assistance Scheme were to cover a revised apportionment of the site costs. The application in respect of a grant of €1,425,000.00 under the Communal Facilities Grnat Scheme is unchanged bringing the total funding requirment to €37,971,920.
The increased funding has been approved by the Department of the Environment, Heritage and Local Government by letters dated 8th January 2009 (Capital Loan and Subsidy Scheme) and 29th June 2009 (Capital Assistance Scheme).
The constrcution of the Scheme is currently underway with an anticipated completion date of December 2010.
Under Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 the granting of assistance under the Capital Loan and Subsidy Scheme and the Capital Assistance Scheme is a reserved function of the Council.
Accordingly, the passing of the following motion is required:
That this Council recommends that the application for a revised loan in the amount of €16,278,408 under the Capital Loan and Subsidy Scheme, a revised grant of €20,268,512 under the Capital Assistance Scheme and a grant of €1,425,000.00 under the Communal Facilities Grant Scheme to Respond Housing Ltd. for a development of 190 social units at Cookstown way, Springfield, Tallaght in accordance with the requirments of Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 be approved.
