Questions
To ask the Manager for a full report on the works of the Council's Graffiti Removal Crew. In the Manager's opinion, is progress being maintained with the work increasing demands and if not what additional resources will be provided to ensure that this is corrected. It is very clear that the most effective way of dealing with this growing problem is to treat damaged and desecrated areas as quickly as possible. What specific works have been carried out in the last six months and what additional assistance is being offered to areas where walls, although part of boundary areas, are also bordering public areas?
To ask the Manager to report on the agreed and drawn up programmes of works to improve safety conditions on our roads in the vicinity of our county's schools, on an area by area basis, and when are these works scheduled to be completed in each area.To thank the Manager for engaging in the consultation process that I requested at the Lucan/Clondalkin Area Committee Meeting of 17th January 2006, with these local schools on the matter of School Safety measures required?
To ask the Manager to report on the huge delays being experienced by residents in terms of the delivery of new green bins by Oxygen and to state what efforts are being made to ensure residents aren't waiting up to a year for their green bins which obviously inhibits their recycling capability?
To ask the Manager to give a detailed report on the work of the authority in implementing the provisions of the Barcelona Declaration in the period since its formal adoption by this authority. This report should include:
- Details on the consultation if any with persons with a disability and disability organisations in implementing the declaration the range of measures proposed and developed
- the budget associated with these measures and the extent to which the annual funding from the National Disability Strategy has been utilised.
- the progress made to date on implementation of the Barcelona Declaration?
To ask the Manager to give an update on the current insulation programme by South Dublin County Council to install proper insulation in all houses by a specific date, if he could give a breakdown of the number of houses that are expected to receive this new standard and what number are likely to be insulated to the new standard after 2007, and if he will make a statement on the matter?
To ask the Manager to state the number of complaints made in each of the past 4 years in connection with alleged planning breaches to the Enforcement Section of South Dublin County Council, and in each year to state the total number of cases that were ultimately referred to a solicitor for enforcement proceedings in the District or Circuit Court, and if in that context, the Manager would consider the introduction of a “name and shame” policy, which Dublin City Council have recently put in place to highlight those convicted of planning breaches, and thereby providing another disincentive to those who establish or alter developments which are outside the original planning permission for which they have permission, and if he will make a statement on the matter?

Letter dated 5th January 2007 from the Department of the Environment, Heritage and Local Government in reply to South Dublin County Council's letter regarding the allocation of the Local Government Funding.

Mayor's Business
That this Council take immediate action to protect and preserve all "green open-spaces" in the county by a variation of the Development Plan. This variation to give stronger legal protection against any residential developments on any of our green open spaces.

That this Council supports a ban on the ownership of pit-bull terriers.
That this council approves the following change to the disposal of 'end of life' vehicles:-
a) That the €50 charge be scrapped.
b) That a sum of perhaps €200 be paid to people who bring a car to an 'end of life' unit.
That that the Members discuss the process to secure the integrity of the Council's planning files and call on the Manager to improve it in light of recent failures by the Council to fulfil its obligations in this regard.
That this Council values the role and contribution of the Community Forum and Community Platform and will positively support them by holding at least one conference per annum dealing with issues of concern to the community and voluntary sector to which the executive from both organisations, as well as the elected members of the Council be invited and by providing each organisation with a full time support worker and by including both organisations on the relevant invitation list for council events.
That the Manager would report on the initial stages of the Review of the Water Leisure Strategy specifically regarding the provision of the outstanding Swimming Pools. Would the Manager also set out in detail his intentions to ensure that the necessary funding is available in the case of government funding not being made available.
That the Manager review the criteria for animal rescue groups that entitles them to have fees waived:
- Confirmation of an organisation's status as a registered charity.
- Confirmation of planning permission to operate a dog pound facility
- Copy of a current General Dog Licence
- Names of the nominated individuals, approved by the organisation to collect dogs on behalf of the organisation
as not every animal rescue group is a registered charity, no rescue centres have permission to operate a dog pound as these are rescue centres and not every animal rescue have premises and many volunteers operate from their homes and will he give a report on the matter.
That this Council agree that apartment buildings in this Council should include the following - a concierge service, and coin operated washing and drying machines in a communal area which would do away with the need to dry clothes on balconies.
That this Council, in order to combat the proliferation in illegal domestic clothing collections;
investigates the possibility of introducing bye-laws which oblige all collectors to clearly identify their company/organisation name , address, landline and other relevant company/organisation/charity number details, together with the relevant tax clearance details;
and inter alia introduces severe penalties for those collectors and residents who knowingly breach these regulations;
organises a publicity campaign to alert householders to any proposed changes
and examines best practise in this regard.
That this Council agrees to draw up a policy as per circular PD1 of 2006 from the Minister reminding planning authorities of their legal obligation imposed by section 180. The circular also stated that planning authorities must establish a policy for the completion and taking in charge of estates, and (b) that it include a policy on management companies.
That the Manager would agree to bring forward a detailed report or discussion on the implications for cyclists of increased traffic volumes and gridlock on our roads, as well as considerable road widening programmes, including the Outer Ring Road, the N4 and M50.
