That this committee calls on the Chief Executive to fully implement all available mechanisms at his disposal to call to account developers that do not fully comply with their grant of planning permission. And that where there are protection orders on trees these sites will be inspected during the construction phase and building halted if the developer is in breach of the terms of the agreement.

That this Council commits to a timeline for the full phase-out of 'kissing gates' from parks and public spaces in South Dublin County. These gates are intended to deter scrambler bikes and quad bikes, but also deny access to users of wheelchairs, prams and bicycles. In view of new powers available to An Garda Siochana to act on the use of scramblers and quads in public areas, kissing gates can no longer be justified as a deterrent. This Council will adapt or replace all kissing gates to facilitate universal access to our public realm.

This council agrees that SDCC conduct a pilot project to map discarded drug litter caused by the use of Nitrous Oxide AKA “silver bullets” across the County. Furthermore, that this council write to the Minister for Public Health, Well Being and National Drugs Strategy, urging that he rolls out a Nitrous Oxide 'National Awareness Programme' and to engage the industry with responsibility for this product as part of the solution.

That the Chief Executive reports on the availability of interest-free/Islamic financing models supported by SDCC in terms of its own incremental tenant purchase schemes and Rebuilding Ireland Home Loan schemes; and, if facilitating same for residents of our county requires Departmental approval, to write to the Minister for Housing asking for such schemes to be facilitated at the earliest opportunity, with all due diligence applied.

"That this Committee holds a minutes silence for the 25th Anniversary of Veronica Guerin who is 25 years deceased on 26th June. Veronica Guerin paid the ultimate price for exposing criminal activities as a respected journalist. We applaud her courage and bravery and extend our thoughts to her family. We ask that the Naming Committee looks at how this can be marked. We also ask that South Dublin County Council have the area around the memorial clean and respectful for the 26th June for those who may wish to show their respect."

"That this Area Committee request South Dublin County Council deny permission of any further fast food outlets in the Clondalkinn Administrative Area being opened and this includes 'conversion' from existing closed retail outlets. That there is an SLO for SDCC to place a Compulsory Purchase Order on the old RIC Barracks on Old Nangor Road, and that it be converted into a museum.  It is a Protected Structure within the present Architectural Conservation Area (ACA).

To ask the Chief Executive to immediately retract the derogation allowed to the developers of the lands formerly known as the Cosgrave site on Scholarstown Road to extend their working hours and not to accede to any further requests in this regard, as the working hours provided for within the original planning permission have already caused and are continuing to cause, undue suffering to nearby residents in terms of noise and fumes, and extending them is unduly oppressive and has caused further unnecessary hardship for the residents. The development will be built soon enough.

To ask the Chief Executive, in relation to units and/or properties in relation to which planning permission has been sought and granted as "build to sell", can a developer subsequently and unilaterally decide not to place these units on the open market but rather retain them and rent them out i.e. effectively changing the use from "build to sell" to "build to rent" and if so, what is the statutory basis for this please?

That there is a SLO for Development of Rathcoole Park to allow further sports & recreational areas for the young people of Saggart, Newcastle and Rathcoole. (In particular to look at two basket ball courts, large modern playground, skate park, enclosed dog run, coffee dock/small retail unit for the purposes of making available tea/coffee, confectionary/ice cream together with plenty of outdoor seating, BBQ area & benches, outdoor amphitheatre type facility incorporating a retractable roof structure and raised concreted flooring to allow outdoor performances together with weather proofed electrical supply points and non grass surface for spectators.)

That an Objective be included in the Development Plan to record heritage/pilgrim pathways in South Dublin County - such as the Slí Mór (aka The Green Road, St Bridget’s Pilgrim Path, Knockmeenagh Lane) in Clondalkin village, to have this record collated in a comprehensive manner, and that SDCC develop a mechanism to initiate cultural heritage discussions regarding such pathways.  Such a record would help to facilitate a formal quantification, assessment, sympathetic maintenance and protection of these routes as potential features of important local heritage interest.  The record would also be a valuable resource for local people, researchers and visitors to the County.
