"To ask the Manager for a comprehensive report on the recent blockage of drains at address supplied  and will he indicate the cause of the problem, why any design fault was not identified over the past 25 + years since the houses were constructed, and why, if bad design is the cause, same was not dealt with by the regulatory authority when the development was being constructed, and can he now provide assistance to the householders in dealing with the issue and an assurance that, if repairs are carried out, the problem will not recur?"
