Roads
Questions
To ask the Manager to install an extra light outside 47 Monastery Walk due to the darkness of the area?
To ask the Manager to have the footpath outside Adamstown Castle on Lock Road re-instated as it is presently obstructed by an advertising sign for houses in Adamstown and pedestrians have to step out into a very busy road?
To ask the Manager for a timescale on the repair to footpaths and installation of safety railings on thepath from Esker Lane to Ballydowd Estate as it is a safety issue due to the number of students and senior people using it daily and having to step into main road traffic because of motorists using it as a park and ride facility?
To ask the Manager to report in detail on what plans are being considered or available now, following my earlier representations and discussions with the Road's Department, to improve the road on the hill from the lay-by up to the entrance to Esker Lawns, Lucan Heights, The Cloisters, Beech Park, Beech Grove and Cherbury Park. This road and general area, including and in particular the footpaths on the easterly side of the road, is in a poor state of repairs and its improvement is required and will be appreciated by the entire local community. In addition will the Manager please put the necessary procedures in place to introduce a name for this short road for safety and security reasons, including the installation of road name plates at the appropriate locations on this road?
To ask the Manager to report on what measures are now being taken to enforce the 3 Tonne Restriction as conditioned by An Bord Pleanála as part of the Outer Ring Road Planning Permission. Will the Manager agree to liaise with the relevant Garda Division to ensure there is absolute enforcement of this 3 Tonne Regulation now that the Outer Ring Road works are concluded, and will the Manager re-examine the Outer Ring Road to review the 3 Tonne Signage in the road?
To ask the Manager to report on the time-scale for the completion of the following works as requested by the Hermitage Park Residents Association now that the Outer Ring Road works are completed:
Yellow Box: Hermitage Park Estate had a Yellow Box at the exit prior to the ORR construction. The Hermitage Park Residents Association request the re-installation of the Yellow Box as soon as possible.
Ramp: The current ramp at the estate entrance to be replaced by a new one. There is damage to the existing one from construction traffic. This was promised to the Hermitage Park Residents Association at a meeting with South Dublin County Council prior to the commencement of the Outer Ring Road construction.
Shrubbery at Entrance: Due to the Outer Ring Road construction work the Hermitage Park Residents Association maintained this area. There was also damage caused by construction vehicles and storage of building rubble. It requires tidying and replanting.
Unsightly Rail: There is a small rail placed on the left hand side of the entrance as you enter the estate that does not seem to serve any purpose. Could this be removed as it is unsightly?
To ask the Manager to facilitate an onsite meeting at St John's Park onto the Fonthill Road, regarding drivers and cyclists concerns in relation to exiting the estate and the speed of some cars entering the estate. This meeting is necessary to address these issues with the road engineers?
To ask the Manager to continue the traffic calming measures in Neilstown at Neilstown Drive. This area has no such measure. While acknowledging the fact that ramps do exist either side of this estate, drivers are taking advantage of no ramps and are focusing their dangerous driving habits within this area of the estate. A petition recently signed by residents requested this to be carried out as a matter of urgency
To ask the Manager following representations from residents in estates adjacent to the Neilstown Road, to look at erecting road safety barriers along the kerb/pathway to protect pedestrians who walk on the pathways and children who play on green spaces adjacent to this busy road.
To ask the Manager when the review of the County Parking Scheme is to take place and if has included the replacement of parking bays on Upper Kennelsfort Road with a floral arrangement as previously requested by residents and this Councillor.
To ask the Manger for a report on the condition of the Pedestrian Bridge over the N4 at Palmerstown with particular attention to the joints and the safety of the bridge for pedestrians.
To ask the Manager if the Lollipop Service on Kennelsfort Rd (entrance to The Covert) is still in operation and to make a statement on the matter?
To ask the Manager if he will make an updated report on the installation of traffic signals at Arthur Griffith Park near the junction with Esker Drive, Lucan?
To ask the Manager if there are any plans to install additional traffic calming measures in Shancastle Estate, Clondalkin following the recent installation of additional ramps in Greenfort Estate?
To ask the Manager if he will examine the possibility of putting a 3 Tonne limit on the following roads in Lucan:(1) St.Loman's Road/Ballyowen Road/Willsbrook Road and (2) Griffeen Avenue?

That Mangement investigate as a matter of urgency the options available to this Council to recover the costs involved by the Council in maintaining laneways - including the access lane from Glenaulin Road to Glenaulin Park - that are in private ownership and that have been neglected by their owners to the great frustration and annoyance of local residents.
That the Manager would present a detailed report for discussion on the completion of the boundary measures associated with the Outer Ring Road in Lucan now that the substantive works associated with this contract are completed, and that this Committee requests the Manager to undertake a meaningful review of the boundary treatment of estates in Lucan adjoined by the Outer Ring Road, including meaningful consultation with the relevant Residents Associations, to assist in the follow-up of the commitment I sought and was granted by South Dublin County Council in June 2006 when the Council agreed that "When the contract is completed the Council will examine any short comings in the scheme and, if necessary, engage contractors to remedy such short comings" and that this Committee agrees that the provision of so many different types of finish within such a short distance on the Outer Ring Road in the Lucan area, including some estates where only railings border this busy road and where no improved boundary treatment was provided, represents such short comings.
That the Manager would provide an updated report on the closure of the laneways, with gates, behind Kennelsfort Road (Woodfarm Acres side), Palmerstown, noting the serious concerns of residents about problems arising from the laneways including dumping, anti-social behaviour and a recent collision involving a speeding car.

To ask the Manager to have the ditch between Palmerstown Court and P J Edwards filled in and the low level shrubbery cleared to eliminate anti-social behaviour that is the couse of harassment to local residents. This ditch can easily be filled in without damage to either the wall or the trees and it is only "dipped" at a number of points.

That a report be brought to this Committee explaining why the CB Sacks premises and overflow carpark are in the disgraceful condition of neglect which now pertains and what action is proposed to rectify this matter.
That the Manager presents an up to date report on the Clondalkin Round Tower site and presents a time schedule for upgrading the site and developing a county museum in the same area.
That an updated report be presented to this Committee, outlining the situation regarding the resident seeking to take over the open space adjacent to their house as formerly agreed by Dublin County Council.
That the Manager produce a report on the new building on the Cowan site including the following:-
a) The new shops and what they are to be.
b) Occupation of the apartments.

To ask the Manager to investigate why planning conditions regarding the boundary wall have not been enforced on the owner of the bungalow in the rear garden of No.1 Woodfarm Cottages, Palmerstown? It is now being used as rented accommodation and the large number of cars using it are causing safety issues for the residents and children.
To ask the Manager to present a detailed report on the Planning Department's efforts, including discussions with and representations to the Road's Department and any other relevant department, to have the boundary walls at Foxborough Estate completed by South Dublin County Council as was required by the condition associated with the planning permission granted to the developer, given that the Council did not successfully pursue or secure the completion of these works within the applicable time-scale of enforcement, and will the Manager outline his commitment to the residents of Foxborough that the walls of Foxborough will be completed?
To ask the Manager to report on what measures South Dublin County Council will introduce to prevent developments on pedestrian laneways and such open spaces that would affect amenity of established local communitities.
To ask the Manger if the business being conducted at (address supplied)*is in keeping with the current planning permission for this location and if it is in keeping with the residential nature of the area, and what action is taken by the Council in such matters
To ask the Manager if he can make a report to the Committee, with a map made available to members before or at the meeting, on lands in the ownership of the Council in the area covered by the Balgaddy Local Area Plan ( as distinct from the SDZ )?
To ask the Manager if the Council will investigate the compliance with Planning Permission of a Creche/Childcare Facility being operated at a premises in Lucan (address supplied)?
To ask the Manager if he will provide a list of the Submissions received in respect of the proposed Liffey Valley Local Area Plan?
To ask the Manager if he can advise the Committee as to when the bus stops along the Adamstown Relief Road ( the route of the 151 Route) will become operational and when pedestrian access routes from the housing estates along Griffeen Avenue(including Grange Manor, Tullyhall, Rossberry, Oldbridge)will be put in place?

That the Manager report on the public consultation process involved in the Clonburris SDZ and Liffey Valley Town Centre proposals, including what took place at the pre-display stage and the current phase, and that the Committee consider ways in which the public might be encouraged to engage with such consultative processes leading to better informed decisions and a more enlightened public.
That the Manager would now report on when works will finally begin to complete the boundary walls at Foxborough Estate, Lucan.
That the Manager submit a report on the Clondalkin Theatre Proposal (in SD07A/0377) which includes the details of the proposal and on how best the Clondalkin Drama Group could be involved in the running of the said theatre.
That this Committee supports the concept of a Liffey Valley Park as proposed originally by Lucan Planning Council and in more recent years by Liffey Valley Park Alliance and which is also widely supported by the local Community, including all Local Residents Associations. In addition that this Committee acknowledges the historical significance of the Liffey Valley, and recognises not only the local and regional value of a Liffey Valley Park, but also its national and indeed international future potential. In such circumstances it is wholly undesirable that any future housing developments take place in the Liffey Valley, including at St. Edmundsbury and Woodville, that would undoubtedly further damage the Liffey Valley Park as did, for example, the earlier housing developments at Laraghcon.
That this Council requests that the Manager compiles and completes a list of the locations within the Clondalkin/Lucan Ward, of all telecommunication masts and the service providers such as the Garda Stations , private property where land owners have entered into an agreement with service providers or Council owned lands. Please compile the list with the assistance of COMREG.
That this Committee calls on the Council to bring forward the report "Towards a Liffey Valley Park" commissioned by the OPW as a headed item at the November meeting of the Council and that the recommendations of the report be fully discussed and acted upon.
Given the loss of a life from electrocution in Newcastle Manor Estate that the Manager present a report on the completion issues in that Estate and what was responsible for the loss of life in early September.

To ask the Manager to write to the newly appointed Minister for Communications and the mobile phone providers on behalf of the Clondalkin Lucan Area Committee requesting the Minister to urgently legislate and for the service providers to make available and provide a FREE PHONE SERVICE for anyone phoning suicide prevention helplines similar to the service when phoning the 911 and 999 emergency numbers?
To ask the Manager if he will write to the HSE requesting a time scale on the construction of the Addiction Treatment Centre at St. Loman's Road, Lucan?
To ask the Manager if he will write to the Minister for Education and Science asking if her Department is confident that there is adequate provision of 2nd Level School places for south Lucan, in particular for the area covered by the Parish of Divine Mercy, Lucan South during the period 2008 to 2013?

That this Committee requests the Manager to write to the three Garda Stations serving the Lucan and Palmerstown areas; Lucan Garda Station, Ronanstown Garda Station and Ballyfermot Garda Station and request up-to-date information on the numbers of Gardaí currently assigned to each of the three Garda Stations, and details of how these numbers compare with twelve months ago.
That this Committee notes the concern of many parents in that part of Lucan comprising the Parish of Divine Mercy, and asks the Manager to write to the Principals of Lucan Community College, St. Kevin's Community College, Coláiste Cois Life, Coláiste Phadraig and St Joseph's College seeking copies of the Enrolment Policies of the schools.
