Questions
To ask the Manager for a report on the former derelict site (Cooney's Garage) Old Lucan Road, Palmerstown. It is now more of a derelict site since the No. 18 Bus terminus was moved here than it was prior to be taken over by the Council. It is an eyesore in a residential area and needs to be seriously cleaned up and made look respectable.

That an updated report be presented to this Committee, outlining the situation regarding the resident seeking to take over the open space adjacent to their house as formerly agreed by Dublin County Council.
That the Manager retains the canal-side bushes between Grangecastle Business Park and the Grand Canal.
That the Manager presents a report on when the Senior Citizen's Facility on Orchard Lane, Clondalkin will open and could a meeting of stakeholders take place as soon as possible.

Questions
To ask the Manager for an update on planning applications or communications received in relation to the site at Vincent Byrne's in Palmerstown?
To ask the Manager to make a statement on the current status of the Coolamber development at Finnstown, Lucan?
To ask the Manager to outline in detail what provisions the local authority will make for the completion of works associated with the granting of a planning permission and conditions associated with that planning permission to a developer for housing development, in the event of works as set out by the conditions associated with that planning permission not being completed by the developer and not pursued and/or secured by the local authority within the time-scale for legal enforcement.
To ask the Manager to report on the solution, to the problem of the unfinished Boundary Walls in Foxborough Estate as conditioned in the Planning Permission for Foxborough Estate, and that it was reported to me years ago by the Road's Department that these walls could not be finished pending the planning process and construction phase of the Outer Ring Road, and subsequent to the completion of the Outer Ring Road Widening Works I have been informed by the Planning Department that the enforcement date by which the Developeris compelled to complete these Boundary Wall has now elapsed.
To ask the Manager to explain/outline in detail the criteria used in arriving at
(a) levies in conjunction with a planning application for a creche and
(b) applying rates to creches.
To ask the Manager for a report on compliance with the Enforcement Notice (Ref. S4185) served in respect of lands at Cooldrinagh, Lucan (immediately west of the roundabout on the old Leixlip/Lucan Road, near the Par 3 golf course) and what action the Council will take if all the works stipulated in the Notice are not carried out?
To ask the Manager if he will provide a full report on all aspects of the taking-in-charge of Abbeywood/Abbeydale Estate Lucan, including information on any recent discussions with Ballymore Homes regarding the taking-in-charge of the green space at Abbeywood Court?

Manager's Report on the Liffey Valley Town Centre Local Area Plan
Manager's Report on the Clonburris SDZ Planning Scheme and Local Area Plan

That the Manager report on the public consultation process involved in the Clonburris SDZ and Liffey Valley Town Centre proposals, including what took place at the pre-display stage and the current phase, and that the Committee consider ways in which the public might be encouraged to engage with such consultative processes leading to better informed decisions and a more enlightened public.
That this Council requests that the Manager compiles and completes a list of the locations within the Clondalkin/Lucan Ward, of all telecommunication masts and the service providers such as the Garda Stations , private property where land owners have entered into an agreement with service providers or Council owned lands. Please compile the list with the assistance of COMREG.
That this Committee calls on the Council to bring forward the report "Towards a Liffey Valley Park" commissioned by the OPW as a headed item at the November Meeting of the Council and that the recommendations of the report be fully discussed and acted upon.
That a task force similar to the Adamstown Task Force be agreed, for the upcoming Clonburris SDZ and LAP.
That this Committee supports the concept of a Liffey Valley Park as proposed originally by Lucan Planning Council and in more recent years by Liffey Valley Park Alliance and which is also widely supported by the local Community, including all Local Residents Associations. In addition that this Committee acknowledges the historical significance of the Liffey Valley, and recognises not only the local and regional value of a Liffey Valley Park, but also its national and indeed international future potential. In such circumstances it is wholly undesirable that any future housing developments take place in the Liffey Valley, including at St. Edmundsbury and Woodville, that would undoubtedly further damage the Liffey Valley Park as did, for example, the earlier housing developments at Laraghcon.
That the Lucan-Clondalkin Area Committee compliments the Manager and staff of the Planning Department on the completion of the Lucan VDS project, and proposes to the Manager that he would ask the VDS Steering Group to meet for the purpose of reviewing the VDS document and putting forward a proposal for the carrying out of one improvement project in Lucan Village which may attract funding from the Heritage Council and/or the Department of the Environment, Heritage and Local Government.
That the Manager would present a detailed report for discussion on the meeting with the deputation from the Lucan South Secondary School Action Group, scheduled to take place recently, following the passing of the Emergency Motion at the September '07 Planning Department Meeting of the Lucan/Clondalkin Area Committee: "That thisCommittee requests the Manager to meet with a Deputation fromt he Lucan South Secondary School Action Group to discuss the requirement of a New Secondary School in the South Lucan Area."

To ask the Manager to write to Dublin Bus requesting that the 25x service be re-installed to its original timetable and request an explanation as to why the 25 Dodsboro Bus has been withdrawn on from its 12pm Saturday service without prior notification?
To ask the Manager to request from An Bord Gáis its emergency procedures relating to health and safety when a gas main has been damaged and is leaking extensively?
To ask the Manager to write to An Post to seek an explaination to the increased numbers of post being delivered to wrong addresses in the Lucan area. What training is provided to staff to help minimise the risk of such errors that residents have reported to me are now increasing.

That this Committee believes that opportunities for employment of local people are likely to arise if the development of Liffey Valley Town Centre goes ahead on a phased basis, and requests the Manager to write to the Clondalkin Social Welfare Office seeking as much information as is available on the numbers of persons in North Clondalkin who are unemployed or on the Live Register.
That this Committee welcomes the decision of Microsoft to establish a major facility at Grange Castle Business Park and asks the Manager to write to the company asking if it anticipates that employment opportunities for new staff will arise in Grange Castle and if the Company could indicate the likely number of new jobs.

To ask the Manager to repair the damaged area of the road within Woodview Estate and give a timescale on same as there is potential for a serious accident here due to the condition of the road and to include a ramp on access road to Woodview Estate alongside Tesco as it a prime area for speeding cars. A resident's wall was demolished recently by a speeding vehicle that lost control?
To ask the Manager to provide a timescale and update regarding the entrance to the Hermitage Park Estate in reference to the following areas;

Clean up and replanting of shrubbery at entrance.

Speed ramp damaged by contractors for replacement.

Removal of the small rail on left hand side of entrance as one enters estate .
To ask the Manager to request the service provider responsible to repair covers on ducting on Chapel Hill, Lucan. This is a cause of noise pollution affecting nearby schools, church and residences for the past year as traffic passes continuously over this area daily?
To ask the Manager to report on drainage difficulties being experienced by Residents in Rossberry Estate, Lucan. Some residents have experienced foul odours on an on-going basis and following my earlier requests the Manager agreed to examine the underground drainage infrastructure prior to Rossberry Estate being Taking-In-Charge by South Dublin County Council?
To ask the Manager to report in detail on the results of the footpath survey commissioned by the Council this year. What works are scheduled to take place as a matter of priority in the Lucan and Palmerstown areas in the remainder of 2007 and for 2008.
To ask the Manager when will the results of the traffic situation at the Kennelsfort Rd/Cemetery junction (promised when I had a motion passed requesting urgent action) become available?
To ask the Manager when will the double yellow lines agreed for the Hammerhead at Glenaulin Estate be provided?
To ask the Manager to repair on street lighting in Búirg An Rí Walk
To ask the Manager for a site meeting at the proposed railway interchange at Fonthill and Kishogue, Clondalkin.
To ask the Manager for an update on the progress and proposed start up times for the Clondalkin Metro?
To ask the Manager, has the 3 tonne truck limit for Clondalkin been abandoned, or is it being policed at any level?
To ask the Manager for a report on the N4 Upgrade works near the junction with the Adamstown Road and behind the houses on Hillcrest Drive, and if he will provide information on the mitigation measures provided for in the contract to ameliorate the negative effects for residents, including noise and loss of privacy, which will arise from the removal of trees, and if it is proposed to increase the height of the boundary wall?
To ask the Manager if he will make a progress report on the Adamstown Road (QBC) contract including anticipated completion date?

That the pedestrian entrance/footpath from Kennelsfort Road Upper to Woodfarm Acres be brought up to and maintained to a satisfactory standard.
That this Committee requests an update on plans to provide a special left turning lane towards Newlands Cross on the slip road from New Road to the Fonthill Road and requests the County Council to allocate money for it in the 2008 estimates.
That this Committee agrees to repair the footpath at Neilstown shops, in view of the letter received by this Councillor from South Dublin County Council, stating that the Council was responsible for maintenance of same.
Following my earlier representations to have a traffic survey carried out in Lucan, including my requests for the introduction of a 3 Weight Ton Restriction in Lucan Village, and the Manager's Report to my most recent Motion that "The Council has appointed a consultant engineer to examine the traffic situation in Lucan Village on foot of the recent survey. The consultant's report is not yet finished. As soon as the report is available a further report will be brought to this Committee.", that the Manager would now present this report for a comprehensive discussion and that he would set out his plans and intentions, including details of the relevant procedures, time-scale etc., for the introduction of a 3 Ton Weight Restriction in Lucan Village.
That the Manager issues a report on the timescale for the operation of the new public street lights on Newcastle Road from Adamstown Castle up to the 12th Lock Bridge as they have been installed for over ten months and pedestrians are using the footpaths on a daily basis particularly juvenile sport teams using Lucan Sarsfields playing fields.
That the Manager presents a report on the works to be completed between Grangeview Estate and the Outer Ring Road
a) On what requires to be done
b) On the timescale.
That this Committee requests the Manager to present a detailed report for discussion on the boundaries to be installed, including reinstatement of trees and shrubs, at residential areas in Lucan and Palmerstown as part of the N4 widening scheme. It is of great importance to local residents that there be full and proper boundary treatment installed, including proper reinstatement of trees and shrubs, to protect the visual amenity and health and safety of the local community, as well as protecting residential amenity from increased noise and dust pollution resulting from the N4 widening scheme, unlike, for example, the less than satisfactory finishing in the case of the Outer Ring Road.
That this Committee compliments Management on the work to date on Kennelsfort Road from the N4 to Wheatfield junction and requests that the Council
(1) complete the repairs to the Cold Cut junction and include the update at this junction recently discussed by this Committee and
(2) include a traffic ramp between the entrance to Palmerstown Court Estate and Palmerstown Manor Estate as requested in a motion by the undersigned in 2006.
That this Committee compliments Management on the work to date on Kennelsfort Road from the N4 to Wheatfield junction and requests that the Council writes to the ESB requesting that the Pole outside No 30 (which serves no useful purpose for over 15 years now) be removed and that overhead wires be put underground or failing that that those ESB Poles that are out of line be moved close to the garden walls
