Questions
To ask the Manager to report in detail on his consideration given to the proposal for a Horse Project for the Clondalkin area in an effort to satisfy the needs of the many adults and children in the Clondalkin area who have an interest in and love for horses, as expressed in previous motions I have tabled and debates contributed to.
To ask the Manager to report on how the Council can continue to support Liffey Sound 96.4FM, Lucan's Local Community Radio Service, as I had recently requested, including any additional financial support that would be of great assistance to Liffey Sound 96.4FM.
To ask the Manager for an up to date report on the provision of the long awaited Library for Palmerstown?
To ask the Manager if he can advise when it is likely that a start can be made on providing local libraries/digital library services in Palmerstown and North Clondalkin?
To ask the Manager for an updated report on the Lucan Swimming Pool project, and if he will advise if any indication has been received of the re-start of the Government scheme of partial financial support for local authority swimming pools, and if any further delays in the announcement of the new scheme would interfere with the projected time schedule for the Lucan project?

That information and details regarding all facilities that will be provided at the new Clondalkin swimming pool be given to this Committee.
That this Committee recommends that a full fence and gate be erected around Knockmitten Community Centre as soon as possible.
That this Committee agrees it would be of great benefit to the local Community to have a future Lucan Festival as was previously and successfully organised. Would the Manager agree to put in place a consultation process with the intention of involving Community and business representatives, residents associations, individual residents etc., to pursue the objective of a "Lucan Community Festival 2008".
That the Area Committee acknowledges the work of the Community Services Department on entering into arrangements with County Dublin VEC and Lucan Youth Service to secure the premises in the Griffeen Centre, Lucan to serve as a Youth Cafe and the main base of Lucan Youth Service, but is concernedabout the delays in opening the facility for use, apparently due to lack of finance (in the region of €52 000) to fit out the premises, and asks the Manager to make a statement on the matter, including identifying possible sources of finance, possibly from the HSE or other agency with a remit to provide services for young people.
That the Manager would present an up-to-date report for discussion on Lucan's 1st Youth Café scheduled to be opened soon in the Griffeen Local Centre. Would the Manager also report on what additional funding can be sourced to assist in enhancing the range of services and equipment, that would be beneficial in making our Youth Café even more successful and sustainable, for example the Health Services Executive as in the case of The Gaf Youth Cafe in Galway.
Parks
Questions

To ask the Manager to report on the number of Council Playing Pitches allocated to each sporting oganisation in the Lucan area and how many playing teams each of these sporting organisations have?
To ask the Manager to carry out a survey of all trees and shrubbery on the lands at the rear of Esker Lawns adjacent to the Lucan Road from the Lay-By down towards Brookvale Estate. In recent times there appears to have been subsidence and movement of trees and roots of trees, and in some cases there is an obvious danger to pedestrians and motorists. This Committee also requests the Manager to make a report on ths survey, including any proposed works to remedy this problem.
To thank the Manager for installing the new toilet facility in Willsbrook Park, Lucan, for the benefit of the camogie section in Lucan Sarsfields GAA, and if he will provide an up-to-date report on this new toilet facility, including the date of completion of the works leading to the opening of the new toilet facility in Willsbrook Park.
To ask the Manager for an update report on the proposed Palmerstown Village renewal project.

To ask the Manager if arrangements will be put in place for the disposal of real Christmas trees on public open spaces in the Lucan and Clondalkin Electoral Areas and at the Esker Recycling Centre and when he will be making information available to residents?
To ask the Manger who is responsible for the maintenance and cutting of the grass verges along the N4 from the M50 to the Spa Hotel; if it is the Council would the Manager agree to implement a programme of maintenace work, and if he will in particular examine the situation on the western side of the Bus Stop at the footbridge adjacent to Mount Andrew Estate, where the pedestrian route, including for passengers alighting from buses, is muddy and slippy and a possible hazard?

That this Committee is very concerned at the increasing levels of anti-social behaviour in our parks and especially in Waterstown Park and Glenaulin Park and requests that CCTV be erected at strategic points in both parks and the approaches to them, as these parks are on the peripheral of the County and have only partial services of Park Rangers. Much of the vandalism and anti-social behaviour takes place late evening, at night and into the early mornings, and that provision be made in the 2008 budget for same.
That the Manager arranges to have the open areas alongside St. Mark's Avenue, Clondalkin cleaned up and sufficiently fenced to prevent motor-bike incursions.
That this Council provides free Halloween removals of bonfire materials already collected and commends the Parks Department for their work in this difficult task.
That the Manager ensure that the Council lives up to its motto of 'This we hold in Trust' by taking steps to protect the remainder of the historic Orchard at Baldonnel, currently in lands owned by the Council near its depot and on its golf course, preferably by allowing the owner of Baldonnel House, who is currently permitted to pick the apples and sell them, to treat and maintain the trees, either by written permission, by leasing the land where most of the trees are located or by coming to such other arrangement that is mutually agreeable, in order that this precious local amenity be preserved for future generations, particularly in the light of rising oil prices, increases in imports and the need to preserve our orchard stock.
Environment
Questions
To ask the Manager to report on the areas flooded in Lucan in 2000; to outline the action that has taken place since then to prevent any future flooding of the Griffeen and its hinterland; and if he will make a statement on the matter?
To ask the Manager to outline what procedures are in place to manage waste streams from apartments in South Dublin; and if he will make a statement on the matter?
To ask the Manager to outline which body is responsible for identifying areas as flood plains?
To ask the Manager to devise a strategy along with An Garda Síochana, regarding graffiti that in particular relates to a member of the Community being named in helping the Gardaí with inquiries or as a witness in ongoing jury trials. To also ask the Manager to urge the Council to remove the graffiti within 24 hours from all walls, be they private or Council owned and that An Garda Síochana deal with perpetrators to the full extent of the law, and if perpetrators are housed by the local authority that the severity of their actions be considered in relation to their tenancy agreement?
To ask the Manager for an updated report listing those estates and areas in the Lucan Electoral Area which have been included in the twice monthly green bin collection, and including the schedule for the further extension of the service to new areas, and to compliment the Environmental Services department for its commitment to the programme?

That a report is brought to the Committee updating the rollout of brown bins and any further information regarding further refuse disposal.

The local trader has been serving the needs of the Community for more than a quarter of a century and it is the expressed wish of the established customer base that the service be allowed continue.
That this Committee supports the tradition of regulated street trading and calls on the Manager responsible to regularise the situation which a trader finds himself in, through no fault of his own but rather as a consequence of the relocation of the entrance to Palmerstown Cemetery, and designate an appropriate site at the Cemetery where this useful traditional social and enterprising activity can continue.
That this Committee requests the Manager to conduct an Environmental Survey of the general area at the Griffeen Local Centre, Griffeen Glen Estate and Griffeen Valley Educate Together National School, Lucan, and that this survey will include an audit of the number of litter bins installed in the area, including at Bus Stops as I had previously requested in my representations to this Committee Meeting, including on 27th June 2006, 26th September 2006 and 24th October 2006. And that the Manager would report in detail on what recent initiatives he has introduced or will introduce to help alleviate the increases in litter related problems in the area, including the amount of beer cans strewn around the local community, including in local residents gardens.
