Questions
To ask the Manager what powers he has to ensure that landlords keep their rented properties and their gardens properly maintained?
To ask the Manager for an account of the deal between South Dublin County Council and Greyhound Waste which resulted in the recent privatisation of the bin service. This account to include
1. Price paid by Greyhound
2. What exactly is included for that price
3. What commitment has been made by Greyhound in relation to the Waiver Scheme
4. What commitment has been made by Greyhound in relation to maintaining a free green bin service?
To ask the Manager for the policy regarding disposal of small items of hazardous waste from domestic users?
To ask the Manager for an updated report on the provision of allotments throughout the County, and if he will give an indication of the current level of demand for allotments?
To ask the Manager to make a statement on the number of additional housing applicants who are joining the SDCC housing list in order to qualify for Rent Supplement?
To ask the Manager to state the amount of applications received with regard to the Social Credit Scheme?
To ask the Manager if any funding has been identified for this year through the Anti-Litter Awareness Campaign?
To ask the Manager if South Dublin Tourist Board has considered having any meetings off-site in areas of particular tourist interest such as The Liffey Valley area and Dublin Mountains?

To ask the Manager if any contact has been made with UEFA, the FAI or other bodies to involve South Dublin County Council with the Europa League final to be held in Dublin on May 18th, and if the trophy will be on display in County Hall, Tallaght or any other SDCC facility at any stage?
To ask the Manager to provide a comprehensive report on the Council's website, detailing the development of the Council' online presence since the website was launched, a breakdown of current user statistics, plans for development in the coming months and possibilities for future expanded e-governance and citizen interaction?
To ask the Manager to provide an update on plans for bicycle pooling in the Tallaght and overall South Dublin area, and to make a statement on the matter?
To ask the Manager to consider the inclusion of vouchers for the Council's for-pay facilities, such as Leisure Centres or the Civic Amenity, as part of the next "South Dublin County Today" newsletter, in order to encourage the greater use of Council services by citizens unfamiliar with them; and to ask the Manager to make a statement on the proposal?
To ask the Manager to confirm that the Council will provide a system of grant support for Summer Projects in 2011?
To ask the Manager if he will write to the Minister for the Environment, requesting information on the Minister's intention in regards to publishing a National Climate Change Adaptation Policy, drawing the attention of the Minister to several requests from this Council to the previous Minister urging the publication of such an Adaptation Policy, as promised in the 2007 White Paper on Climate Change, and in the revised Programme for Government of the previous Government, and drawing the Minister's attention to the absence of a reference to Adaptation for the consequences of Climate Change in the new Programme for Government?
To ask the Manager if he will consider publishing in hard copy a limited number, say 1000 copies for distribution to libraries, schools, historical societies, local community organisations etc., of the Country Heritage Plan, and if he will present an updated progress report on the implementation of some of the actions in the Plan, including reference to the role of FAS Placement participants in assisting the County Heritage Officer, recognising that implementation of the whole plan is constrained by the Council's financial position?
To ask the Manager for a Report on the implementation of the current Traveller Accommodation Programme and the consequences of the Council's financial constraints on its implementation?
To ask the Manager if he will present an updated report on work done by the Council to remove graffiti in the last year and if he will advise if there has been a reduction in the number of incidents of graffiti?

Motions
That this Council recognises the serious issue of pedestrian safety along the Newcastle Road in Lucan but insists that the proposed implementation of a local HGV ban coincides with a lifting of the existing HGV ban on the Outer Ring Road.
That a report be brought to this committee re road margins and open spaces owned or maintained by this council where youths congregrate for drinking and drugging activities resulting in debris (needles and broken bottles) being discarded on these spaces to the danger of young children, my query is to ascertain whose responsibility is the removal of this detritus.
That this Council calls on the Government to abolish the Universal Social Charge as it is an unfair and regressive tax which forces a disproportionate burden on those who can least afford it.
That the Manager reaffirms his commitment to the Public Representatives of SDCC that a consultative approach is employed regarding all interests of Public concern including those deemed sensitive.
This Council calls on the Planning Department to report to the members on the coming into force of the Multi Unit Development Act 2011 and the requirement on developers to vest common areas in Owner’s Management Companies and that this will require clarity on the part of local authority as what common areas are to be taken in charge by the Council
That this council, reaffirming our commitment to protect and enhance the outstanding character and amenity of the Liffey Valley, expresses its support to both the Taoiseach and the Minister of State for the OPW for the establishment of single coordinating Liffey Valley Partnership, similar to the Dublin Mountain Partnership to bring together local authorities and other stakeholders to progress achievable and economic measures to develop the Liffey Valley’s recreational and tourism amenity; and further recommends that this council as the only local authority with both experience of the Dublin Mountain Partnership and an interest in the Liffey Valley should offer to play a lead role in the establishment of such a partnership.
That the Manager would produce a report on the efforts made by the council to address the problem of dangerous and illegal parking outside and near schools at school opening and closing times and would address the following issues.
a. The extent to which the council tries to ensure that there is a safe pedestrian route for children to walk to school.
b. Risk to pedestrians especially children caused by dangerous parking.
c. Annoyance caused to residents whose driveways etc are routinely blocked by school related parking.
d. The extent to which a concerted effort is made to enforce the law with regard to dangerous or illegal parking at schools.
That this Council welcomes the commitment in the Programme for a National Government 2011 to 2016 (Page 27 Reforming local government) to "move many of the functions currently being performed by agencies - such as community employment and enterprise supports - back to local government" and requests the Manager to advise if any discussions have taken place between South Dublin County Council and Government on this commitment, and further if he will present a report on the likely financial and personnel supports which would be required by the Council to implement such a development in its area, and if he will make a statement on the matter.
That this Council requests the Manager to provide a report indicating how many "single person" tenants, currently living in three bedroomed houses, who could downsize to smaller housing units and to facilitate transfer requests to such accommodation in an effort to free up housing for families on the Council's housing list.
That this Council will meet with Palmerstown Camera Club with a view to collaborating with them on a photographic project on the SDCC/Ethiopian Partnership.
That this Council reiterates its support for contractor compliance with Registered Employment Agreements and agreed standards of wages, health and safety and conditions. To this end, the Council requests a full report from the Manager on how issues of compliance are investigated and monitored both prior to and following the awarding of contracts.
That the Manager will commit to a new and aggressive campaign to tackle the escalating problems of litter and dog fouling in our public areas.
This Council welcomes the implementation of the Multi Unit Development Act 2011 and the requirement on developers to vest common areas with Owner’s Management Companies by September 30th 2011 and furthermore states that the Planning Department shall not recommend to Developers the vesting of common areas to Owners Management Companies that are appropriate to be taken in charge by the local authority.
That the Manager would take measures to address the problem of illegal dumping and littering which is a problem county wide and is bound to get much worse once the waiver system is ended.
That this Council calls on the Minister for Children to immediately address the delay in allocating necessary funding through Co Dub VEC to Summer Project schemes through-out South Dublin County. This Council notes that projects in Dublin Mid West are particularly dependent on this funding and may not go ahead without the matter being resolved.
