To ask the Manager if he will write to the Minister for the Environment, requesting information on the Minister's intention in regards to publishing a National Climate Change Adaptation Policy, drawing the attention of the Minister to several requests from this Council to the previous Minister urging the publication of such an Adaptation Policy, as promised in the 2007 White Paper on Climate Change, and in the revised Programme for Government of the previous Government, and drawing the Minister's attention to the absence of a reference to Adaptation for the consequences of Climate Change in the new Programme for Government?

That this Council recognises the serious issue of pedestrian safety along the Newcastle Road in Lucan but insists that the proposed implementation of a local HGV ban coincides with a lifting of the existing HGV ban on the Outer Ring Road.

That this council, reaffirming our commitment to protect and enhance the outstanding character and amenity of the Liffey Valley, expresses its support to both the Taoiseach and the Minister of State for the OPW for the establishment of single coordinating Liffey Valley Partnership, similar to the Dublin Mountain Partnership to bring together local authorities and other stakeholders to progress achievable and economic measures to develop the Liffey Valley’s recreational and tourism amenity; and further recommends that this council as the only local authority with both experience of the Dublin Mountain Partnership and an interest in the Liffey Valley should offer to play a lead role in the establishment of such a partnership.

That the Manager would produce a report on the efforts made by the council to address the problem of dangerous and illegal parking outside and near schools at school opening and closing times and would address the following issues.

a. The extent to which the council tries to ensure that there is a safe pedestrian route for children to walk to school.

b. Risk to pedestrians especially children caused by dangerous parking.

c. Annoyance caused to residents whose driveways etc are routinely blocked by school related parking.

d. The extent to which a concerted effort is made to enforce the law with regard to dangerous or illegal parking at schools.

That this Council welcomes the commitment in the Programme for a National Government 2011 to 2016 (Page 27 Reforming local government) to "move many of the functions currently being performed by agencies - such as community employment and enterprise supports - back to local government" and requests the Manager to advise if any discussions have taken place between South Dublin County Council and Government on this commitment, and further if he will present a report on the likely financial and personnel supports which would be required by the Council to implement such a development in its area, and if he will  make a statement on the matter.
