Questions
To ask the Manager will he outline how many complaints that the Housing Department has received regarding anti social behaviour in the last 12 months, if the reporting is increasing over the last 5 years and the measures and steps his staff take to respond to these complaints?
To ask the Manager to again write to the Minister for the Environment & Local Government requesting that he meet South Dublin Co. Council concerning the workings of the Private Residential Tenancies Board (first request submitted in late 2007)?
To ask the Manager if he will advise of the total cost of the complete Outer Ring Road project and the sources of funds for the financing of the project, including the amount derived from Development Levies?
To ask the Manager if the provision by the Council of Park and Ride faciilities serving the N4 and the N7 are still under active consideration by the Council and if he will make a statement on the matter?
To ask the Manager if he will advise if any significant number of residents who purchased houses under the Part V Affordable Homes scheme and were granted mortgages/loans by the Council to finance their purchases have notified the Council that they are experiencing difficulties in keeping up their payments and if he will advise councillors of the approach of the Council to residents experiencing such difficulties?
To ask the Manager if he will advise if separate funding was received by the Council in respect of the inclusion of QBCs on the Outer Ring Road, including signage etc., how much funding was received and if there are any ongoing discussions with the Quality Bus Network, Dublin Bus and the Department of Transport about the provision of bus services on these new QBCs?
To ask the Manager for an updated report on the production of a County Heritage Plan?
To ask the Manager if consideration has been given by South Dublin County Council to introduce a “passport for leisure” discount arrangement for persons over the age of 55 years, similar to the initiative which was taken by Dublin City Council some years ago, and which provides discounted rates for persons in this age category to access leisure facilities provided by the Council, and if he will make a statement on the matter?

Motions
MAYORS BUSINESS
That this Council actively engage with the Institute of Technology and FAS to explore the innovation and creation of new employment opportunities in this County.
That the Manager write to the Minister for the Environment requesting that he set up a joint working group composed of representatives of both the elected members and management of South Dublin, Fingal, Kildare and Dublin City Councils, with the objective of actioning the recommendations of the EMS Report on the Liffey Valley (given that the OPW have indicated that they are not to coordinate the work of promoting a Liffey Valley National Park).
That this Council agrees to the introduction of a pilot scheme to provide 'children at play' signs to local residents associations without charge. Such a scheme could include a limit per year on the number of signs and an equal division throughout the County. The current situation where communities with greater wealth can easily afford to pay for such signs which the Council then erects without charge is manifestly unfair, as other communities with equal or greater need, but who cannot afford to buy the signs, are left with their children facing greater risks when playing in their area.
That the Council, in the context of the ongoing Lisbon debate, fully utilises its designated member of staff charged with European Responsibilities, and, through discussions at CPG level and among party leaders, considers the option of using existing meeting headings and structures to regularly and formally inform members of developments at European Union level which directly affect the work and policies of the local authority
That this Council will explore the possibility of locating a viewing point amenity, in the Dublin Mountains, that will serve as point of significant interest within our county.
This Council recommends that single people, male and female, be permitted to go on the South Dublin County Council housing lists even when they live at home.
That this Council calls on the Manager to investigate the feasibilty of transferring any affordable homes currently in possession of the Council that cannot be sold in the current climate (i.e. certain section 23 apartments) to either direct social stock or RAS stock with a view to a fast track solution to help reduce the growing SDCC housing list.
This Council views with concern the current proposals to transfer vital adult and childrens services from Tallaght Hospital and agrees to write to the Minister for Health and Children Mary Harney TD to express our concern at the continued downgrading of services from this hospital.
That this Council discusses the setting up of a 999 text messaging service to enable deaf people to contact the emergency services from their mobile phones. This is available in Northern Ireland and has been launched in West Yorkshire in conjunction with Leeds City Council where Police Officers have worked in partnership with the Leeds Society for Deaf and Blind people and Leeds City Council to develop the service.
That the Manager would present a detailed a detailed report for discussion on the requirement for a Local Area Plan for Palmerstown following the passing of my recent motion unanimously by the February 2009 Lucan/Clondalkin Area Committee 1, including "That this Committee requests the Manager to prepare a Local Area Plan for Palmerstown and that the Manager would set out the time-frame for the preparation of such a Local Area Plan.", and that the Manager was requested to reply by way of a Headed Item at the March 2009 Council Meeting.
That the Manager write to the Minister for Environment and Local Government calling on him to introduce a refundable charge on drinks containers (glass bottles, plastic bottles and cans) to prevent pollution of our environment and to create a safe environment for children at play. Broken glass strewn in our parks and on playing fields are a serious health hazard to members of our community. In decades past there was a refundable charge on lemonade bottles and the scheme was very successful.
That this Council notes the Council's draft Climate Change Policy document, in particular the lack of emphasis given to adaptation issues, requests the Manager to write to the Minister for Environment, Heritage and Local Government seeking information on progress by his Department in producing a National Policy on Adaptation for Climate Change, as promised in the Government's White Paper on Climate Change, and recommends that in the period available for the completion of the Council's policy the draft document be amended to include sections on adaptation, in accordance with best practice policies and actions implemented in other countries by local and regional governments.
That the Manager present a report on the cost of the Corporate Image Change to the Council.
That the Manager produce a report on ways whereby rents in privately owned houses occupied by people on our Council's housing waiting list could be reduced.
That this Council calls on the Manager, when signing agreements with Voluntary Housing Associations states that no more than 15% of tenants income will be payable for rent taking into consideration the Council's differential rent scheme only charges 10% of tenants income and as some Associations are currently charging as much as 20% rent which is placing a disproportionate burden on those tenants, who applied for housing under the same scheme as Council tenants.
