Questions
To ask the Manager when the meeting between South Dublin County Council and the Minister for the Environment concerning how best to deal with anti-social tenants in private estates will take place and will he make a statement on the matter?
To ask the Manager to indicate the number of of 'on the spot' fines collected during the 6 month period to end Dec 2007, and the amount, having regard to the fact that 750 fines were issued?
To ask the Manager why at least some of the thousands of trees mulched on site along the M50 were not retained for use in the tree planting programme taking into consideration the high cost incurred by the Parks Department anually purchasing large quantities of trees for planting through out the County and can the Manager make a statement on the matter?
To ask the Manager, when it is envisaged the roll out of the brown bin service will commence?
To ask the Manager how many Housing Estates in the County have been unable to be taken in charge fully as a result of planning permissions being granted where the drainage systems in these Estates where proposed to run in to private drains and therefore could not be taken in charge as they were not public drains and what can the Council do to ensure either the drains can be taken in charge by S.D.C.C. or that residents in these Estates are afforded acceptable accountability in terms of the maintenance of these drains?
To ask the Manager what percentage of the current Traveller Accommodation Programme has been implemented to date on a County-wide basis and is it envisaged the roll out of the programme will be completed within the life-time of the existing programme and can the manager make a statement on the matter?
To ask the Manager for a list of the Bye-Laws currently in force in the County, when each was last revised, to explain how a new Bye-Law is introduced, how a change to an existing Bye-Law is initiated and to indicate where may be inspected?
To ask the Manager for a detailed report on those "major producers" who are registered with SDCC regarding their obligations for self-compliance under DIRECTIVE 94/62/EC ON PACKAGING AND PACKAGING WASTE, including the applicable fee per premises, the specified waste recovery/recycling target and the amount achieved and the measures taken to verify compliance with their other obligations and the outcome of the compliance verification activity?
To ask the Manager to provide a breakdown of all costs associated with the operation/administration of the Bin Collection service for 2007 to include costs associated with production of bin tags, distribution, commission payable to retailers and any staff involved in administrative tasks related to the services such as dealing with applications for waivers etc.?
To ask the Manager the extent of involvement of SDCC with the Probation Services and those ordered to carry out community service. Can the Manager outline the nature of work carried out, the numbers involved and the types of benefits accruing to the local communities as a result of this work?
To ask the Manager if he will make an updated report on the decision of the Department of Environment, Heritage and Local Government to rationalise the system of Grants available for repairs and improvements to dwellings, including the Essential Repairs Grants, Mobility Grants, and in particular if he will advise on when all of these Grants Schemes will come within the juristiction of Local Authorities?

Email, dated 28th March 2008 regarding motion passed calling on the Department of Transport, Irish Rail and the Haulage industry to discuss the provision of a viable Freight Service on all mainline rail lines.
Motions
That this County Council agrees to a policy whereby we would purchase houses back from home owners in County Council housing estates.
That this Council organise a 'Neighbours & Newcomers' Open Day or Week to showcase the work of the Council in its role as the primary democratic forum in the County.
That the Manager undertakes to develop a section of www.sdcc.ie for children, to have links to this section of the site featured prominently on the homepage of www.sdcc.ie and to create as much interactivity as possible within it in order to engage, educate and encourage as much participation by children as possible as well as promoting active citizenship from an early age. This is to be created in addition to the development of the "Skids" section of the Libraries website.
That the Council ensure that the Affordable Housing policy is just and fair in its treatment of individuals.
That the Manager provide a full report on the decision to prohibit competition in the collection of domestic waste and outline the benefits likely to accrue to householders in the County from this decision.
That this Council discusses 'Fair Trade' goods, with the aid of a follow up report on my proposal when Chair of Environment SPC to have this Council purchase Fair Trade goods where possible for 'canteen' / offices etc. and to state what progress has been made.
That the Manager would review the restriction of the works for which grants are approved by SDCC under the Essential Repairs Grant for older people to roof repairs and rewiring, and that he extends the type of work which can be approved to include window replacement and heating in the case of dwellings which are very energy inefficient, and if he will make a report on the matter.
That this Council urges the Minister of the Environment, Mr. John Gormley, T.D., to abolish the €20 planning objection fee, with immediate effect.
That the Manager would present a report for discussion on the number of burned out cars reported and collected by the Council's contractors in the last six months, on an area by area basis, including details of the costs associated with this service?
That this Council supports the provision of an ice rink in Tallaght.
That South Dublin County Council agrees to allocate an area for the use of mopeds and mini-motorbikes on condition that no insurance liability falls on the County Council.
That this Council discusses the new arangement for housing grants for disabled/assisted appliances previously administered by the HSE but now transferred to local authority - to state what grants are administered; the amounts provided; etc.etc.
That the Manager would, in so far as it is within the power of the Council as distinct to the Valuation Office, review the position of the Council in regard to the levying of commercial rates on childcare/creche businesses, having regard to the need to support the provision of affordable childcare services to families, and if he will make a statement on the matter.
That the Manager would report in detail on the arrangements associated with Management Companies taking charge of estates and apartment developments as distinct from the local authority taking charge of estates or apartment developments. In such cases residents are facing increasing servise fees by Management Companies.
