QUESTION: Councillor T. McDermott
To ask the Manager for a list of the Bye-Laws currently in force in the County, when each was last revised, to explain how a new Bye-Law is introduced, how a change to an existing Bye-Law is initiated and to indicate where may be inspected?
REPLY:
New Bye-Laws on the Presentation of Household and Commercial Waste were introduced in 2007. The Bye-Laws on the Presentation of Household Waste went before the Council in September 2007 and came into force on 8th November 2007. The Bye-Laws on the Presentation of Commercial Waste went before the Council in September 2007 and came into force 12th December 2007.
Prior to these Bye-Laws coming into force there was a consultation period which involved a Presentation to the Environment SPC on 2nd May 2007 and was advertised in the local Newspapers during that period also. This was followed by a six weeks consultation period where members of the public were invited to make submissions.
While these are the most recent bye-laws there are also others that have been inexistence for a much longer period:-
Bye-Laws for the Control, Regulation, Supervision and Administration of Casual Trading. These came into force on 10th June 1998 and are provided for in the Casual Trading Act 1995.
Bye-Laws for the Control of Horses came into force on 30th August 1997 and are provided for in the Control of Horses Act 1996.
Bye_laws for the Management of Water Services and Conservation of Drining Water came into force on 15th December 2005 and is provided for under the Local Government Act 1994.
