QUESTION: Councillor T. McDermott

To ask the Manager for a list of the Bye-Laws currently in force in the County, when each was last revised, to explain how a new Bye-Law is introduced, how a change to an existing Bye-Law is initiated and to indicate where may be inspected?

REPLY:

The Bye-Laws in operation under the Road and Traffic Code are as follows:

a)       Speed Limit Bye Laws

b)       Parking Bye Laws

                                      a) SPEED LIMIT BYE LAWS

1. Road Traffic (Speed Limit) Bye Laws 2006 – RSL No. 1 of 2006

2. Road Traffic (Speed Limit) Bye Laws 2006 – RSL No. 2 of 2006 – Peamount Road

3. Road Traffic ( Periodic Special Speed Limit) Amendment Bye-Law 2007 (RSL No 1 of 2007) – Lucan Schools.

These Bye Laws are available for inspection on the Councils Website and in the Roads Department. LINK TO BYE LAWS

As a consequence of submissions made following the introduction of the Road Traffic Speed Limit Bye Laws 2006 – (R.S.L. No. 1 of 2006) No. 1 above, it was agreed that the Council would undertake a further review of the speed limits within a 2 year period.

A draft review has now been completed and has been presented to the Area Committees. A full public consultation process will commence shortly.

Covering the villages of: Clondalkin, Palmerstown, Rathcoole, Rathfarnham and Saggart

Control of parking Bye-Laws (Lucan) 2004

These Bye-Laws are under review. A report including Draft Bye-Laws and modifications to drawings is being prepared for presentation to the Area Committee Meetings, following which the Public Consultation Phase will commence.

The making of bye-laws is a Reserved Function of the Council.
