QUESTION: Councillor J. Hannon
To ask the Manager to indicate the number of of 'on the spot' fines collected during the 6 month period to end Dec 2007, and the amount, having regard to the fact that 750 fines were issued?
REPLY:
Between July to December 2007 there was €49,953 collected. The on-the-spot fine increased from €125 to €150 on 1st October 2007. The amount collected represents whole fine payments and part-payments received during the period July to December 2007
Offenders have 21 days to pay on-the-spot fines and if it is not paid within that period the Council takes court action. It is difficult to attribute income from fines directly to individual fines as non-payment can result in a larger fine in court. However it is worthwhile viewing the amount received as it demonstrates the enforcement stream of the litter prevention strategy.
Details of fines issued by the courts were published as part of the agreed Name and Shame policy of the Council. Fines of up to €2,500 were imposed and legal and clean costs also awarded.
