Questions
To ask the Manager to write to the Minister for the Environment and Local Government asking him to receive a high level delegation from South Dublin County Council to discuss how the problems caused by the small minority of tenants in private rented accommodation involved in anti-social behaviour are going to be tackled? ( This would be a follow up to the meeting which we had in December, 2007 with the Minister for Health on the same subject.)
To ask the Manager to report in detail on South Dublin County Council's policy on the introduction of restrictions for Heavy Goods Vehicles on certain roads and in certain areas in the county.
To ask the Manager to present a detailed report on his recent discussions with Dublin Bus and the Department of Transport as part of his efforts to secure a more regular and flexible bus service for the people of this county. Many people are frustrated owing to the increase in traffic congestion arising from the car dependant society that we have. Whilst LUAS and Metro remain at planning and design stages many of our transport and related congestion issues could be resolved by enhancing our bus service at a fraction of the cost of rail.
To ask the Manager to outline the legal implications regarding:
1. Exploration within the county for deep geothermal energy;
2. Ownership of the energy recovered.
3. To identify and other potential legal issues regarding deep geothermal energy.
To ask the Manager to explain in detail the process in South Dublin for establishing priority in the allocation of Public Housing, including the allocation of "emergency housing", and to explain how applicants can establish their relative position on the "housing list" and an estimate of the probable elapsed time before a house will be allocated to them.
To ask the Manager to explain in detail how he establishes the market value of land to be disposed of by the Council and will he make a statement on the matter.
To ask the Manager how can the Council justify refusing a Bin Tax Waiver to residents who recently became a pensioners on the basis that they have been billed for arrears but not paid them as these pensioners used their workplace refuse system up to the time they retired.
To ask the Manager responsible to report on progress and efforts to date to achieve the Objectives in the current 2004 -2010 County Development Plan that refer to provide for :
-(A) an outer road and a new crossing of the River Liffey West of Lucan
-(B) a connection to the M50 at Cloverhill
-(C) a Library for Palmerstown.
To ask the Manager to report in relation to the former Coop Lands at Leixlip Rd Lucan and if anything has been done to have the site made safe and if it is under consideration for a park and ride now that the other site has been turned down by An Bord?
To ask the Manager if he will consider making available to tenants of Council houses and flats/apartments interest free loans to finance (a) replacement windows and/or (b) replacement fitted kitchens, along the lines of the schemes operated by Dublin City Council and if he will make a statement on the matter?
To ask the Manager if he can make a report on the Council's response to the proposal of the Dublin Mountain Initiative for the development of a public recreational park in the Dublin mountains?
To ask the Manager if he can provide a report on the consequences for businesses in the County of the new valuations for the purpose of rates arising from the review implemented by the Valuation Office and if he can confirm that some businesses will be subject to rate demands which are over 25% higher than there previous rates liability and if he can make a statement on the matter?
To ask the Manager if he could give a breakdown in terms of social/ private housing and apartment/ other housing in terms of the 5,407 housing units that were recorded as unoccupied or vacant in terms of the recent data from the 2006 Census for South Dublin County Council’s administrative area, and if he will make a statement on the matter?

Motions
That the Manager will present a detailed report for discussion on how South Dublin County Council can support The Forgotten Irish Emigrants, including consultations with the Department of Foreign Affairs.
That this Council calls on Dublin Bus to extend the validity of school bus passes to 9PM to facilitate students who participate in school and library based study sessions.
South Dublin Co. Council recognises the need for action on global warming and the need to conserve energy, reduce carbon emissions and also the need to reduce light pollution of our skies. That our Council will support Earth Hour 2008 (www.earthhour.org) by turning off all non-essential lights controlled by our Council from 9 to 10 pm on 29 March 2008 to support a collective world-wide effort to show the difference that can be made by this initiative and to raise public awareness of the need to use less energy. That the County Manager will take all possible steps to implement the turning off of all non-essential lights in its control as part of Earth Hour 2008, will write to local chambers of commerce and the business community asking them to support this initiative and that the Manager will make a statement about the matter.
That the Council ensure that the Affordable Housing policy is just and fair in its treatment of individuals.
That this Council write to the Minister for Health and to the HSE demanding that appropriate action be taken immediately so that medical and support services, at local regional and nation levels, for persons with CF be provided to the highest international standards as a matter of urgency and that the letter be copied to all other County and City Councils requesting their support.

That this Council following on from the recent court decision regarding Shamrock Rovers undertakes to pay its own costs in the proceedings.
That the Manager would present a detailed report for discussion on what efforts are being made, in association with the E.S.B., to eliminate overhead powerlines in our county and to place power cables underground, especially in our villages and in residential areas. Will the Manager request a meeting to facilitate Councillors and Officials to meet with wth E.S.B. officials, who have authority to make decisions to prioritise such works and report back on the E.S.B.'s response. In the meantime will the Manager report on what particular works are scheduled to take place in the more immediate future, including details of areas, estates, villages, time-scales etc.
That it would greatly assist the flow of traffic if each and every roundabout on a National or primary route in the County had a distinguishing name and/or number and that the Manager responsible bring forward proposals for such a scheme and to include in the proposals ways in which local communities and/or schools can become involved n the exercise so as to make it locally relevant and to raise awareness and a sense of County identity.
