That this Council requests the Department of Local Government and the Environment to introduce amended legislation to strengthen the role of the P.R.T Board. That additional legislation include such areas as (1) Greater penalties on Landlords who refuse to register  (2) Direct liaison with the Revenue Commissioners (3) Financial penalties to compel landlords to adequately maintain their property/properties, both internal and externally, and that adequate resources, both financial and in personnel be provided to the Board to allow their functions to be adequately carried out.

That this Council is frustrated by the lack of support from other local authorities in developing the Traveller Accommodation plans and calls on the Minister to act on other local authorities which are neglecting this issue. This neglect has led to the slow development of transient sites which will protect the environment from illegal encampments while supporting the nomadic tradition of the traveller community.
