Confirmation and Re-affirmation of Minutes
Minutes of the Clondalkin Area Committee Meeting 21st November 2012
Parks
Questions
Firstly to thank the Manager for the works at the railings in Palmerstown Woods. However, since there are adjoining railings that can be easily opened by vandals, to ask the Manager if these areas can also receive palisade fencing as otherwise the vandals will simply cut open these railings?

That this Council meets with Clondalkin Rugby Club to sell / lease 5-10 acres to the club. the land in question is the Corkagh Park lands along the Outer Ring Road between the new Nangor Road and the N7 and that the Manager gives a ball park figure for the cost to the club to sell / lease the land
That the Manager present a report on the plans that are in place for St Cuthbert's Park in Clondalkin with particular reference to the following
1. Possibility of providing a community centre facility for the Deansrath area.
2. Possibility of installing a playground to serve the community in Deansrath
3. Possibility of installing adult exercise equipment in the park
4. Plan to address dumping and flytipping in the park.
5. Plan to ensure that the park is used more by the community.
Given the great demand for the opening of pedestrian access to the Fonthill Road at Ashwood / Alpine, and the fact that the cycle path at this location is unlikely to proceed, can the Manager present a report on the feasibility of extending the existing footpath and opening a pedestrian gate at the traffic lights at this location.
Environment
Questions
To ask the Manager, as a short term objective could the Clondalkin Tidy Towns group have access to the land around the Round Tower in Clondalkin and be assisted by Council staff in cleaning up that area. In the longer term, could a plan be devised for a monastic garden at this location, which could be accessible during the day but visible through traditional style wrought iron gates at all times?
To ask the Manager to clean up the leaves on the canal (Oakwood side) between the Ninth Lock and the Fonthill Road as residents have slipped on numerous occasions due to the amount of leaves here?
To ask the Manager to remove the waste / rubbish at the entrance to Castle Grange Estate, inside the estate? Bushes were recently removed here which has left rubbish just inside entrance in estate.
To ask the Manager to give an update on the provision for bottle banks in the North Clondalkin area?

That this area Committee look at the feasibility of a "Money back Bottle" scheme in Clondalkin. Obviously this would need the co-operation of local businesses who sell drinks in bottled containers. This would be a pilot scheme to see how effective it could be run on a Council wide basis.
That the Manager outlines the bins that have been installed in Clondalkin in the past year and have all the bins proposed by the Council been installed

1. The timetable for the commencement of the work and it's expected duration
2. Arrangements for pedestrian safety for the duration of the works.
3. The plans for the rebuilding of the limestone wall which has to be removed to allow for the widening of the road.

Planning
Questions
To ask the Manager could Clondalkin be designated as a Monastic Village and signposted as such on all approach roads? With this designation could come sympathetic and conservative development of a national centre for the interpretation of Ireland's monastic past and the phenomenon of the Round Tower in particular, of which South Dublin is fortunate to have the most impressive example in Clondalkin. This designation and development would belatedly afford due recogniton to Cloigtheach Chluain Dolcáin.

That this committee calls for the postponment of the current elaborate plan for the Clondalkin Round Tower Park, Museum, etc and instead pursue a more realistic plan considering the current constraints on public funding. A consultation process should begin immediately with all relevant parties including local working groups eg Round Tower Action Group, Tidy Towns, etc
As a starting point this Councillor suggests the following items could be achieved in the short term with SDCC co-operation-
1. Landscape and open up the garden area
2. Secure and maintain all relevant properties to a basic level eg roofs
3. Get the corner house moderately renovated to use as a Visitor Centre, Coffee Shop, etc
That the Manager would present a report on the feasibility of the current council plan for the lands at the Round Tower in Clondalkin with a modified and more attainable plan. This plan, which could be based on that submitted to the council some years ago by the rally round the Tower group would not include the underground car park or theatre but would instead concentrate on using the existing council owned properties at Mill Cottages and Tower Road. This approach is advocated by a newly established group which represents all sectors of the Clondalkin community and seeks to embark without delay on the work required to conserve this most precious national monument while at the same time developing it's potential as an educational resource and national and local amenity.
