MOTION: Councillor B. Bonner

Given the great demand for the opening of  pedestrian access to the Fonthill Road at Ashwood / Alpine,  and the fact that the cycle path at this location is unlikely to proceed, can the Manager present a report on the feasibility of extending the existing footpath and opening a pedestrian gate at the traffic lights at this location.  

REPORT:

Provision has been made for an access point to the Fonthill Road from Ashwood / Alpine Estates as part of the Bawnogue to Fonthill Road permeability project and is the subject of a Part 8 process that has not yet reached conclusion.  The project has been funded to Part 8 stage in 2012 by the National Transport Authority (NTA).  While the NTA has not given any guarantees in terms of funding for construction in 2013, it is clear that by funding the proposal to Part 8, that the NTA considered this project to be significant in terms of pedestrian and cycle permeability in the Bawnogue area.

As the current Part 8 proposal includes provision for an access point as part of a larger permeability project, it is not proposed to consider any new access proposals in this area until such time as the current Part 8 proposal has been concluded. 

A Part 8 planning approval for the Bawnogue to Fonthill permeability project would substantially enhance the chance of the project being included in any 2013 NTA allocation for South Dublin County Council. In the event that the project was included in such a programme, the funding would include for the construction of an access point out to the Fonthill Road from the Ashwood / Alpine estates. 

A further meeting will be arranged early in the New Year with the Members of the Committee to seek a way to move the Part 8 proposal forward.
