Amendment No. 4 Tubber Lane North, Lucan. That the Council reject the proposed residential zoning of Tubber Lane North and retain the existing zoning as Rural.
Reasons: - public submissions identified concerns regarding infrastructure provision, cumulative growth and environmental impacts; - the lands form part of the wider transition between established communities and strategic growth areas; - the rezoning is premature pending completion of infrastructure and development already planned within Adamstown and Clonburris.
Amendment No. 17 Adamstown South and West, Lucan That the Council remove the designation of Adamstown South & West as a Future Strategic Development Area. Reasons: - no evidence has been presented demonstrating that existing zoned and serviced lands are insufficient to meet housing requirements; - despite SDCC saying this is not necessarily residential rezoning at present, if preparatory work is carried out to support potential future development and rezoning, the rural nature of the land is forever altered. - the lands perform an important strategic role in landscape protection, ecological connectivity and settlement separation; - public consultation identified significant concerns regarding cumulative growth, infrastructure deficits and the loss of strategic green buffers; - designation of the lands as a future growth area is premature while major strategic growth areas remain incomplete.
Amendment No. 2 Adamstown SDZ West, Lucan That the Council reject the proposed residential zoning of Adamstown SDZ West and retain the existing zoning as Rural.
Reasons: - significant residential capacity remains available within existing SDZ lands; - public submissions consistently highlighted deficits in transport, community infrastructure, recreational facilities and service provision; - the rezoning would represent a further expansion of development before the completion and consolidation of existing planned communities
Amendment No. 3 Finnstown Castle, Lucan That this Council reject the proposed rezoning of Finnstown Castle and retain the existing zoning as Open Space. Reasons: - significant undeveloped residential capacity remains available elsewhere within the County; - substantial concerns were raised by the public regarding cumulative infrastructure impacts, transport capacity, community facilities and quality of life; - the lands perform an important role in maintaining landscape character and settlement separation from the housing surrounding it and form part of the original curtilage of the Protected Structures of Finnstown Castle and Finnstown House; - the rezoning is premature pending the substantial completion of existing strategic growth areas in the county, existing zoned land, and all supporting infrastructure and services necessary for the Quality of Life of existing and planned residents.
Proposal to rezone the lands at Citywest is withdrawn. Based on the huge overdevelopments in this area through the SHD project and on going complications caused by the lack of democratic input to the planning process during them developments, allowing planned facilities and infrastructure time to catch up with the rise of population in this area.
Amendment 17 Add SLO text to site as follows - That any development on these lands provide operational electric vehicle (EV) charging infrastructure at a minimum requirement of 20% of all on-street parking spaces within the development and furthermore, that the design and installation of this infrastructure includes the necessary capacity to facilitate future expansion of EV charging provision to additional parking spaces, as demand increases.
