Questions
To ask the Manager to outline the commencement date for the roll-out of Brown Bins, and can he provide details of the specific areas to be served initially and the rationale for their selection.
To ask the Manager why the the condition ADHD does not qualify for medical points.
To ask the Manager to provide a progress report on the proposed electronic payment system in respect of domestic refuse collection,and, given the incidence of bin tags being removed/stolen, can he confirm that the proposed new system would eliminate this problem.

Motions
That this Council supports the provision of an ice rink in Tallaght.
That this Council deplores the long delay on the part of the Government in re-opening the national Swimming Pools Programme or introducing a new programme of financial assistance for Local Authority swimming pools, and calls on the Government to re-open/introduce a Swimming Pools Programme immediately.
That this Council considers the Affordable Scheme in light of the downturn in housing prices generally
That the Manager would present a detailed report for discussion on what policies are being introduced by South Dublin County Council in the interest of sustainable and renewable energy sources. What joint efforts can be made by the four Dublin Local Authorities in the interest of joined-up thinking to help progress this matter in the future.
That this Council engage in a pro-active advertising and awareness building program for its graffiti clean-up program. The aim of the promotion scheme should be to ensure that all residents groups and associations in the county are aware of the graffiti clean-up programs existence and how to report incidents on graffiti for clean-up.
That this Council adopt a policy of restoring the boundary in a manner that meets the reasonable concerns of property owners where the Council or its agents interfere with existing boundary treatment and in particular the Manager responsible restore the boundaries that have been damaged by the M50 and or N4 works given that the current approach of “replacing like with like” is not a practical proposition for residents who enjoyed a hedge and trees that took some 40 years to mature and who now are exposed to air, noise and light pollution and who have their security and privacy breached both by the interference to the hedgerow and the new heightened contours of the road combined with the effects of increased volumes of traffic, higher speed caused by the free flow system which are not eliminated by the improved road surface or the proposed landscaping.
That this Council request the Environment Strategic Policy Committee to review, and revise where necessary, the SDCC Procurement Policies to ensure that they minimise the Council's impact on the Environment in a manner that is consistent with legislation and that a draft revised policy be presented to the Council in 2008.
In the event of an incinerator being granted permission to operate at Behan's Quarry, Rathcoole, this Council agrees that we would not use the facility.
That this Council while acknowledging the hard work of the Housing maintenance staff calls on the Manager to once and for all address the ongoing and increasing levels of vacant/boarded up houses throughout the County as a matter of priority to ensure the most efficient use of Housing stock while providing homes for families and returning a sense of pride to areas that have had to endure the presence of unsightly boarded-up houses scattered throughout their neighbourhoods for periods of up to two and a half years.
That the current practice of providing wide grass verges on new (and improved) roads be reviewed and consideration be given to utilising a maintenance free alternative, given the difficulties with maintenance of grass and the resultant unsightly appearance.
That this Council discusses the mapping of the SDCC (a) Roads mapping – new alignments; new road layouts; new speed limits; new lanes etc in order to assist GPS mobile communications updating. There is currently over an 18month delay on this information as there is no centralized facility in Ireland on changing infrastructure– and that this recommendation be forwarded to each council.
That the Manager report as to number of months it will take for Bord Pleanala to make a decision re. proposal for Incinerator at Behans Quarry Rathcoole,and to ascertain if this proposal is in line with Government Policy i.e.what body or Minister sent planning application to an Bord PLeanala.
That the elected members of this Council request the National Roads Authority to withdraw their misleading advertisement in connection with the introduction of the Barrier-Free -Tolling on the M50. This on the basis that motorists are being mislead into registering for a free Tag, which in reality is costing them €12 per year. We demand that the NRA should abandon this €12 charge and refund the motorists who have registered to date.
That the Manager initiates the process to have a HGV ban put in place during the hours of 8.30am to 9.30am and 1.15pm to 3.15pm on the Lucan / Newcastle Road. The ban to incorporate the area from the N4 Newcastle Road junction and up to and including Newcastle Village in order to create a safer environment for children travelling to and from the local schools (a total of six).
That the Manager undertakes to develop a section of www.sdcc.ie for children, to have links to this section of the site featured prominently on the homepage of www.sdcc.ie and to create as much interactivity as possible within it in order to engage, educate and encourage as much participation by children as possible as well as promoting active citizenship from an early age. This is to be created in addition to the development of the "Skids" section of the Libraries website.
That this Council acknowledges the serious disruption caused to the Residents of this County owing to the loss of the Circle Line Bus Service. In addition South Dublin County Council believes that many of our transport issues would be resolved at relatively low costs, if a flexible, dependable and affordable bus service was introduced. This Council now requests the Manager to write to the Minister for Transport calling on him to respond as a matter of great urgency to the public transport needs of the people of this county
That this Council liaise with the three other Local Authorities in the Dublin Area to introduce (a) transitional accommodation for Traveller Families and (b) emergency accommodation for Traveller Families who for legitimate reasons find themselves in a homeless situation.
That this Committee recommends that single people, male and female, be permitted to go on South Dublin County Council's housing lists.
That South Dublin County Council congratulates local man Alan Joyce on his appointment as Chief Executive Officer of Qantas Airlines and wish him well in this challenging position. We also congratulate his mother Colette and father Maurice who live in Springfield.
That this Council discusses mapping of the SDCC areas with particular reference to areas vulnerable to flooding and to state what action has been taken on this issue to date.
That the Manager investigates complaints regarding environmental pollution at Behan's Quarry off the N7, including:
(1) silt deposits from the quarry on to the N7 creating dust clouds across the carriageway, and
(2) dust pollution from trucks exiting the quarry where truck loads are not covered by tarpaulin or similar pollution preventing methods resulting in dust clouds across the carriageway.
