Questions
To ask the Manager to comment on the process for clearing out storm drains and culverts during the autumn season in light of the leaf fall from trees. Could the Manager also comment on how this process might be improved to prevent drain obstructions during periods of heavy rain?
Following the review of the Councils Playground Programme can the Manager provide a list of potential sites, with costings, regarding the construction of proposed smaller localised Playground facilities?
To ask how the Manager ensures that residents receive notification and information prior to road works commencing as per protocol?
To ask the Manager to supply details of our Winter Maintenance Plan and resources for winter 2013 /14?
To ask the Manager to provide information on the County's Halloween clean-up costs 2013 in comparison to 2012?
To ask the Manager to report on and to provide copies of any and all correspondence issued to and received from the National Transport Authority over the past 18 months relating to the repeated requests from the elected members to be consulted as part of the proposed review of bus services in our County?

To ask the Manager, noting Question 21 and Reply at the Council Meeting of 13th May 2013 regarding the possibility of funding from the Eropean Council Youth Guarantee Programme, if the Council has yet received guidelines from the Department of Social Protection on the implementation of the scheme, and if the Council has received any clarification on the possibiity of it accessing finance from the Scheme to run Social Employment Programmes for unemployed residents of the County under 25 years of age?

That this Council expresses its deep concern regarding reports on the distribution of revenue from the Local Property Tax and calls on the Government to allocate funding to all local authorities based on the 80% allocation model, as proposed during its introduction.
That this Council requests the Manager to prepare a protocol or guide on the classification of derelict sites so as to ensure consistency and provide clarity to inspectors, landowners and the public, including on the definition of factors to be assessed and considered when inspecting potentially derelict sites
That the Manager compile a report on the feasibility of rezoning vacant/derelict sites within the county to better serve the public and their interests
That the Manager provides a report on publicly accessible crime statistics gathered through / supplied to the JPC and local policing fora in the County
That the Manager present a report outlining how many dogs were taken in for the first 2 months (broken down each month) of operations with Ashtown and how many were reclaimed, rehomed, how many went to rescue, how many PTS, how many restricted breeds were taken in; and that this report be presented to Council on a quarterly basis.
That this Council Introduce a bye law to restrict the growth of trees in front gardens.
That this Council, noting the commitment in the Programme for Government to put in place a national waiver system to support low income households with the costs of household waste collections, and further noting that in the Government Policy document " A Resource Opportunity - Waste Management Policy in Ireland" (Page 32) published in July 2012 it is stated "... it is intended to introduce a household waste collection waiver scheme and other alternative support schemes for low income households", deplores the lack of progress by the Government in implementing its commitment to low income households to help them with these charges, and requests the Manager to convey its view to the Ministers for Environment, Community and Local Government, Social Protection, Public Expenditure and Reform, Finance and An Tanaiste (ie whose Departments are referred to on Page 32 of the above document in regard to "recommendations to minimize the impact of waste charges on low income households"), and seek a response from the Minister for Environment, Community and Local Government which gives a date for the introduction of support schemes.
That this Council requests the Manager to present an update report on the reform of public realm management services, in particular litter management services; and to further request the Manager to ensure:
- the use of green machines across the county;
- more frequent targeting of litter blackspots; and
- the emptying of litter bins in busy urban areas over weekends.
To enhance and promote voter registration/participation that this Council, in conjunction with Student Union body, consider a visible registration drive - on campus - at the various third level education facilities within the County
