That this Council, noting the commitment in the Programme for Government to put in place a national waiver system to support low income households with the costs of household waste collections, and further noting that in the Government Policy document " A Resource Opportunity - Waste Management Policy in Ireland" (Page 32) published in July 2012 it is stated "... it is intended to introduce a household waste collection waiver scheme and other alternative support schemes  for low income households", deplores the lack of progress by the Government in implementing its commitment to low income households to help them with these charges, and requests the Manager to convey its view to the Ministers for Environment, Community and Local Government, Social Protection, Public Expenditure and  Reform, Finance and An Tanaiste (ie whose Departments are referred to on Page 32 of the above document in regard to "recommendations to minimize the impact of waste charges on low income households"),  and seek a response from the Minister for Environment, Community and Local Government which gives a date for the introduction of support schemes.

That this Council requests the Manager to present an update report on the reform of public realm management services, in particular litter management services; and to further request the Manager to ensure:
