QUESTION: Councillor E. Tuffy

To ask the Manager, noting Question 21 and Reply at the Council Meeting of 13th May 2013 regarding the possibility of funding from the Eropean Council Youth Guarantee Programme, if the Council has yet received guidelines from the Department of Social Protection on the implementation of the scheme, and if the Council has received any clarification on the possibiity of it accessing finance from the Scheme to run Social Employment Programmes for unemployed residents of the County under 25 years of age?

The most recent developments regarding the European Youth Guarantee Scheme are detailed in the attached Press Release issued by Department of Social Proection

 Summary:

The Youth Guarantee Scheme is an EU initiative agreed by the Member States under Minister Burton's chairmanship during Ireland's Presidency of the Council of the EU in the first half of this year.

Once implemented from 2014, the Youth Guarantee Scheme will assure young people between 18 and 25  of a good quality offer of employment, continued education, an apprenticeship, a traineeship or work experience within four months of becoming unemployed.

A number of pilot projects will be run across the EU this year ahead of full implementation of the Youth Guarantee Scheme, and Ballymun has now been approved as one of the pilot projects which will help inform the national rollout of the Youth Guarantee. Funding of €302,000 will be provided for the Ballymun Youth Guarantee Scheme, with €250,000 from the European Commission and €52,000 from the Government .

The  Department of Social Protection is currently developing an action plan to implement the Youth Guarantee Scheme in Ireland from 2014
