QUESTION: Councillor D. Looney

To ask the Manager to provide an update on flood prevention and planning works in the County undertaken in 2013 or planned for the coming months, and to make a statement on the matter?

REPLY:

South Dublin County Council has carried the following works in 2013:

The Drainage Direct Labour crew has carried out the following works in 2013:

In addition Flood Retention Works at Owendoher River, Woodview Cottages is near completion and is being constructed by a Contractor.

These works, to a value of over €150,000 have been substantially funded by the OPW with supplementary funding from the Councils Roads and Water Services.

The Architects Department with Engineers LMC Consultants designed and supervised the works.

The works were constructed by Clonmel Enterprises Limited as main contractor.

The primary focus of the works was the provision of flood retention measures, on the basis of 60 year events, to safeguard the housing at Woodview Cottages and the surrounding area from flooding.

The South Dublin County Council area is part of the Eastern CFRAMS (Catchment Flood Risk Assessment and Management Study) area which takes in most of Leinster and includes the Boyne, the Liffey and the Avoca and all rivers in-between and their tributaries. The CFRAMS programme is managed by the OPW (Office of Public Works) and the Consultants for the Eastern CFRAMS are RPS of Belfast with all Local Authorities in the area providing information and data plus other Statutory Bodies like the EPA, ESB, etc. also aiding the programme. The Preliminary Flood Risk Assessment was completed for the end of 2011 and the next milestone is to have the Flood Hazard Mapping completed by the end of 2013 with the Catchment Flood Risk Management Plans ready for the end of 2015. The production of flood maps part of the programme is progressing well with the data gathering and surveying complete and the hydrological and hydraulic analysis on going. The flooding analysis for the Camac and Poddle have been fast-tracked and the OPW hope to complete the options reports by the end of 2013, with other catchments in South Dublin County Council being competed in 2015.  These outputs from the CFRAM study will then form the basis for planning of flood prevention works within each catchment.
