That the Lucan Area Committee, noting that at the meeting of 13th December 2010 the Council unanimously supported, by 24 votes to nil, the Disposal to the Department of Education and Skills of the lands at Esker Lane, Lucan on which the former Green Recycling Centre and the existing Parks Depot are located, recognising the critical accommodation needs of Esker Educate Together National School and the urgency of facilitating progress on the planning and construction of a permanent school building for that school on part of the Esker Lane site, and having regard to the issues and concerns involved in identifying a suitable site on Council owned lands in the Lucan area for the building of a replacement Parks Depot, as provided for in the Disposal proposal, hereby proposes that the Manager, in his evaluation of potential Parks Depot site locations, takes into account the existing completed residential and other development of the Lucan area, the anticipated longer term development in the area, including on the lands within the Clonburris and Adamstown SDZs, and as soon as possible formulates a plan and proposal to locate the replacement Parks Depot on Council lands immediately south of the Kildare Route railway line, these lands already having being identified by the Council as part of Griffeen Valley Park.
This Council calls on the Planning Department to report to the members on the coming into force of the Multi Unit Development Act 2011 and the requirement on developers to vest common areas in Owner’s Management Companies and that this will require clarity on the part of local authority as what common areas are to be taken in charge by the Council
That the Manager will commit to a new and aggressive campaign to tackle the escalating problems of litter and dog fouling in our public areas.
This Council welcomes the implementation of the Multi Unit Development Act 2011 and the requirement on developers to vest common areas with Owner’s Management Companies by September 30th 2011 and furthermore states that the Planning Department shall not recommend to Developers the vesting of common areas to Owners Management Companies that are appropriate to be taken in charge by the local authority.
