Water Supply

That this Council recognises the vital and strategic importance to our County of the proposed Dublin Region Water Supply Project (which would involve abstraction of water from the River Shannon at Lough Derg); and directs the Chief Executive to make provision in the Development Plan to support delivery of this Project including all of the necessary transmission and storage infrastructure required in our County.

Zoning to West of County

That this Council notes the designation in the Draft Core Strategy Settlement Hierarchy of rural areas to the West of the County; and directs the Chief Executive to protect the lands (between the N4 & N7) to the west of the R120 Lucan to Newcastle from excessive development or any new residential rezoning, instead allowing only:

- Sustainable plan-led residential development on lands subject to the Adamstown SDZ and Newcastle LAP;

  • - Commercial development as part of a phased, sustainable expansion of the Grange Castle/Profile Park lands; and

  • - Appropriate individual developments as would be permitted under the existing land zonings.

Retail Planning

That this Council directs the Chief Executive to include a Retail Strategy in the new Development Plan which strategically seeks to:

- support existing retail centres, particularly in our County’s traditional town and village centres;

- limit the development or expansion of out-of-town or edge-of-town retailing;

- support the development of smaller and medium sized supermarkets and retails outlets in preference to hypermarket-scale outlet;

- recognises the need to provide for the limited development of an appropriate new retail warehousing location in our County so as address local demand and reduce retail leakage to surrounding counties;

Therefore directs the Chief Executive to include supporting new policies, objectives & actions in the Development Plan to:

- support the viability and vitality of traditional village and town centres and promote opportunities for appropriate retail development in these centres;

- protect the vitality of retail mix in existing permitted multi-unit retail centres by generally limiting the amalgamation or replacement of multiples unit with a single tenant;

- promote the development of smaller and medium sized retail stores, generally not in excess of 1,500 sq.m of net retail area;

- generally limit the expansion of proposed new ‘Shop-Major Sales Outlets’ in excess of 1,500 sq.m of net retail area;

- allow for the limited development of appropriate new retail warehousing on a site(s) at or adjacent to existing retails centres, to be specifically identified in the Development Plan and to be subject to an approved plan which will include both an urban design masterplan and retail impact assessment; and

Requests the Chief Executive to further consult with the Land Use Planning & Transportation SPC on this matter.

Housing (Sustainable communities) SDCC incorporates in the interest of sustainability a strategy which supports policies and objectives to maximise the adaptability of the built heritage. In particular (a) there shall be no presumption against sub-division of residential units, subject to the criteria and public safety, health and residential amenity zoning and (b) the Council shall require that in the interest of promoting stable communities, all residential dwellings be capable of extension vertically into any roof space without compromising overall residential amenity.

Heritage – of the many sites in SDCC, the Ballymount complex (adjacent to M50) offers the County many opportunities not least tourism. The gate house can be restored and fronted to the M50 showcasing the counties rich heritage. The mount and house can be set out as a local amenity celebrating the areas built heritage and history.

A strategy mapping the counties built heritage can highlight same requiring maintenance / construction works attention. Where this is compiled, it will promote tourism and the economy via the work, education and visitors.

That this Council recognise the important role small and very small businesses make in the local and national economy.

This Council should identify areas, in the County, where there is insufficient existing facilities for start-up, very small and small companies and should seek to provide incubation centres in those areas.
