MOTION: Councillor C. Brophy
"That this Committee instructs the Chief Executive to implement a temporary 3 month closure of Beechdale Avenue and Oakdale Park for all motor vehicles. The Chief Executive should carry out a full assessment over the 3 months period of the impact of such a closure and report back to this Area Committee on the results before a final decision is made on whether to close permanently these roads."
REPORT:
The temporary closure of public roads is legislated for under Section 75 of the Roads Act. Prior to any closure an advertisement must be placed in a Local newspaper stating it is the intention to temporarily close the road and submissions are invited. Once these submissions are considered the Council must publish a second newspaper advertisement confirming its intention to close the road, if it intends to proceed with the temporary closure following consideration of submissions. The Temporary closure of a public road is an Executive Function and as stated earlier the Traffic Department is satisfied that such a closure, temporarily or permanently would have a serious detrimental effect on the amenity for all adjoining estates.
It is the policy of this Council to improve permeability across the County to encourage a modal shift consistent with the existing use of the network.
The Council has already suggested the provision of additional traffic calming measures, including a chicane type local narrowing to single lane traffic on Beechdale Avenue. It is considered that this measure, rather than any closure, is a proportionate measure to the issues being raised. This can be put in place relatively quickly and its impact monitored.
