"That the Chief Executive reports on the Council's response regarding the latest incidents involving fires at the Christmas tree recycling location on Beech Park Green in Lucan, where a significant amount of trees were set alight, as well as updating members on what incidents, if any, occured at Sarsfield Park open space, Haydens Lane Car Park, Foxborough open space, Glenaulin Park and Woodfarm Acres during this period; and furthermore that the Chief Executive undertakes to review current practices including looking at the option of daily collections/monitoring, or alternatively setting up specific shredding days at safer locations, with a report to be presented to members in October so that a final revised arrangement can be agreed for Christmas/New Year 2015/16 and publicised to the necessary extent."

"That this Area Committee:
REAFFIRMS this Council’s commitment, contained in the 2006 Review of the Water Leisure Strategy, to provide a Public Swimming Pool Facility in Lucan;
EXPRESSES it disappointment with the recent decision of an Bord Pleanala to overrule the amendment to Adamstown SDZ planning scheme, made by the elected members of the Council, to require the earlier delivery of a PUBLIC pool in Adamstown or the Greater Lucan Area;
RECOGNISES that the Governments ‘Local Authority Swimming Pool Programme’, which previously provided funding for the development of new public swimming pools in Clondalkin & Tallaght allocated up to €3. 8million of funding for planned new pools (in non-RAPID areas);
ACKNOWLEDGES that, irrespective of whether Government funding is available or not, this Council will have to contribute a substantial investment towards the provision of a Public Swimming Pool Facility in Lucan;
Therefore AGREES to the following three actions, each aimed at seeking to progress a different option to secure delivery of a Public Swimming Pool Facility in Lucan, i.e. this Area Committee:
- CALLS on the Ministers for Public Expenditure & Sports to provide funding for a new ‘Local Authority Swimming Pool Programme as part of the planned new Public Capital Investment Programme 2016-2020; and further calls on the Ministers to examine the recommendation contained in the 2008 ‘Value for Money and Policy Review Report’ to bundle new pool projects in a public/private joint venture on a national basis so as to deliver value-for-money;
- Noting that the Rolling Capital Programme 2015-2017 provides for income of €10,665,000 from land disposals;
REQUESTS that the Chief Executive would make a formal written commitment to allocate any proceeds from all land disposals cumulatively exceeding €10,665,000, in the period 2015-2017, to be allocated for the provision of a Public Swimming Pool Facility in Lucan (with particular reference to any future land disposals in the Clonburris SDZ falling within the Lucan electoral area);
- Further noting the reply to question No. 8 at the January 2015 Council meeting which outlined the legislative basis by which local authorities and/or ‘off-the-book’ companies established by local authorities may borrow for the purposes of seeking to fund major capital projects in the sports and leisure area;
RESOLVES under Standing Order No. 71 to establish a specific ‘Sub-committee on Swimming Pool lending options’ to examine, with the support of officials of this Council, and report within three months on all options by which this Council (or a company under the auspices of the Council) could seek to borrow to fund or part-fund the provision of a commercial-operated Public Swimming Pool Facility in Lucan; and calls on the Chief Executive to fully support the work of the sub-committee."
"That the Chief Executive having regard to all previous motions relating to the provision of a swimming pool for the Lucan area, I call on this Committee to agree a co ordinated approach to the provision of a multi faceted leisure centre incorporating a swimming pool in the Lucan area preferably on the site of the existing leisure centre at Griffeen Valley Park by taking the following steps;
1. Calling on the Minister for Transport, Tourism & Sport to reopen the swimming pool grants scheme
2. Calling on the Manager to open a fund which will ring fence all sports funding procured for the Lucan electoral area over the lifetime of this Council or until such facility is built, for the provision of the facility."

"That this Council confirms that the proposed modification at the Hillcrest/ Newcastle road junction to be made available to the public and reviewed by the Councillors and any changes will initially only be implemented as a trial basis. If the results of the trial are not favourable that the Council agrees to revert the junction to its original state."
"That this Area Committee, noting the Chief Executives intention to conduct a trial of a mini-roundabout to replace traffic lights at Newcastle Road/ Hillcrest Road junction, requests the Chief Executive to:

Confirm that a safe crossing point for school children, school warden and mass-goers will be retained on Newcastle Road;

Outline what surveys have/will be conducted before and during the trial to ascertain any beneficial or adverse impact on traffic flow and queue lengths at each of Newcastle Road and Hillcrest Road;

Commit to immediately canceling the trial if there is a disproportionate adverse effect on motorists’ ability to exit from Hillcrest estate;

Conduct a separate analysis of the operation of traffic lights at the N4 overbridge, in tandem with this trial, to examine if further ‘green time’ gains can be achieved to increase the number of cars that can turn right onto the N4 in each cycle;

Install in 2015 a new UTC/SCOOTS system to provide greater coordination of all sets of traffic lights along Newcastle Road, including those at the Tandy’s Lane/Esker Road junction;

Review the design of the Supervalu roundabout and examine if Musgraves would be willing to fund works to improve traffic flow at this roundabout;

Continue to press for a broader range of transport solutions to address traffic congestion in the Newcastle Road area including the proposal for the introduction of a new 25C bus route, to serve the Adamstown/Newcastle Road (including Finnstown, Westbury, Hillcrest, etc) which would access the N4 at Junction 4 (Adamstown) before travelling straight in the N4 to the City Centre."

"That this Area Committee calls on the Chief Executive to prioritise efforts to identify an appropriate vacant premises in Lucan/Adamstown which could be leased for the provision of dedicated new micro-enterprise and/or e-working space to support new business start-ups, similar to successful centres developed by other local authorities; that this objective be addressed as part of the planned new County Enterprise Strategy; and that a proposal to fund this initiative via a contribution for the Lucan EA from the expected €750,000+ fund available to the Council from unspent Business Support Grants in 2014 & 2015 be referred to the Working Group which has been established by the Economic Development & Enterprise SPC to consider the use of this fund."
"This Committee wishes to complement the Council and in particular the County Architect, Eddie Conroy, for the work to date in relation to the Palmerstown and Lucan Villages initiatives. It also requests, given the demise of a number of businesses in Palmerstown Village, that it be included in the Councils proposed commercial regeneration programme."
