To reconstitute section 1.2.55 on ‘Taking in Charge’ as a specific policy objective and to add the following additional sentence “In the case of multi-unit residential developments where a private property management company is to be employed it shall be the policy of the council to take-in-charge any playgrounds, parkland and urban spaces surrounded by non-residential ground floor uses where these spaces are fully-accessible to the wider public and it could be reasonably expected that they would be regularly used by non-residents."

To include within section 1.3.19 on ‘School and College Sites’ the details of any future education demand forecasting, in particular for second-level education demand, as prepared in collaboration with the Department of Education in accordance with ‘Provision of Schools and the Planning System, A Code of Practice for Planning Authorities’ (2008).

To amend policy SCR37 on ' Green Route Networks' as follows:

  • After the words “by utilising links through parks, open spaces and roads” to add the following additional wording “and where appropriate through lands subject to large scale development or regeneration under approved plans and through well-landscaped Enterprise Priority 2 zoned lands”
  • To add the following additional objective “the council shall seek to develop a green route lining the Liffey Valley at Lucan Village to the Dublin Mountains via Griffeen Valley Park, Grange Castle Business Park, Corcagh Park, Citywest Business Park and Saggart Village.

To amend section 1.4.14.ii on ‘Existing Cul-De-Sacs’ to add an additional bullet point as follows: “A proposal for the opening of an existing cul-de-sac in an estate taken-in-charge by the council will require the agreement of the elected members of the council on foot of report by the Manager following an appropriate period of public consultation.”

To add the following additional bullet point to section 1.4.16.i ‘Determining Building Height’: “The layout of new higher-density residential developments immediately adjoining areas of existing one and two-story housing should seek to ensure a gradual change in building heights with no significant marked increase in building height in close proximity to existing housing. In particular, new housing immediately next to or backing onto existing one and two storey housing and sharing a common rear or side garden boundary should have no more than two storeys in height while new housing creating a strong urban edge to a main road or street and facing existing one and two storey housing opposite should be no more than three storeys in height."

LUAS ref. 2.2.11.i - To propose an amendment to the first sentence that will now read: "It is the policy of the Council to prioritise, promote and facilitate the extension of the LUAS to serve the Lucan and Palmerstown areas, and to convey to the Dublin Transportation Office (DTO) transportation strategy."

To amend Policy T5 on ‘Luas and Light Rail Transit Extensions’ to replace the first sentence of the policy as follows: “It is the policy of the Council to promote and facilitate the extension of Luas to serve the Lucan area initially along the preferred route identified by the Rail Procurement Agency and to work with the Agency to seek a further extension of this preferred route from its current proposed terminus at Newcastle Road to Lucan Village.” And furthermore to replace the reference in section 3.3.19.i to the ’Dublin Transport Office’s proposals’ with reference to the ‘Rail Procurement Agency’s proposals’.

Under Town District and Local Centres - Section 3 - ref. 3.3.18 - proposed to add: "It is also the policy of this Council to prevent the loss of distinctive features in Lucan Village. Lucan village remains a village of immense beauty, conservation, heritage, and architectural value, historical significance and has enormous future tourist potential. Development will only be allowed if it conserves or enhances the varied character of Lucan village."
