That the Manager presents a report on the vacant building site at the junction of the Main Street in Saggart and the Boherboy Road and addresses the following concerns:

(a) The current standing of the site and whether it is likely or not to be developed in the near future.

(b) Could the hoarding surrounding the site be moved back so that it no longer encroaches upon a very significant area of footpath and 2 parking spaces and could that footpath be reinstated for public use.

(c) Could the hoarding itself be beautified if people are going to be looking at it for a long time.

This house is vacant from the time it was built.  In view of the problem over ownership of a section of the garden, could South Dublin County Council reduce the garden size to exclude the disputed section, to allow for sale of the house under the conditions agreed before the house was built.

To ask the Manager would he agree to convene an on-site meeting at the lands between Castle Riada and Moy Glas Estates, Lucan to discuss the range of issues having a detrimental impact on the quality of life of the local residential communities from these two estates, and that the meeting be attended by an official from each of the relevant departments, including Parks, Roads, Environment, Planning and Development, and that a representative of each of the two Residents Associations be invited to attend. That the Manager would agree that the mounting issues must now be resolved owing to many years of difficulties being experienced by the local residential communities?

That the Manager would agree to convene a special briefing session with senior Gardaí and relevant senior Council officials to discuss in detail the ongoing anti-social and dangerous activities taking place in St. Cuthbert’s Park, Clondalkin, including motor bike racing that is the cause of great danger as well as inconvenience to the local residential communities, and that this meeting would set out to draw up an action plan intended to resolve this chronic menace.

To ask the Manager, to agree to make further representations to the Minister for Education and Science on the issue of the Lucan South Secondary School, in noting the long-standing campaign, my earlier motions to the area committee, including my motion of April 2007 following public meetings I convened, which launched this campaign and following which the Lucan South Secondary School Action Group was formed, and now requests the Minister to indicate his intentions to open this local second-level school in September 2010 in the light of the previous local target date of September 2009 not been realised?

  • What the then developer applied for in the original planning permission, e.g was it for warehousing, or manufacturing or both

  • If the current activity at Unit 13 Cherry Orchard complies with the planning permission and conditions and/or if it an exempted development,

That this Committee expresses it's full support for any and all efforts to bring forward the development of key elements of physical and community infrastructure proposed under the Adamstown SDZ, as a means of supporting local job creation and delivering significant 'planning gains' for the residents of Adamstown and the Greater Lucan Area.

This Committee therefore requests the Manager to engage with the developers of Adamstown SDZ with a view to pro-actively examining all opportunities for community-led collaboration in expediting, in particular, the delivery of:

  • A Community Sports & Aquatic Complex for the accessible use of all residents and families of Adamstown and the Greater Lucan Area;
  • An Enterprise Centre to provide physical space such as 'hot-desks' and 'incubator units' for use by local entrepreneurs and business start-ups (including those involved this council's expanding 'Intellectual Enterprise Zone' initiative) as well as providing a base for Lucan Local Employment Services;
  • Completion of the planned Loop Road No.2 so as to allow direct access from Dodsboro Road to Newcastle Road, removing rat-running traffic from Hillcrest Estate.

That this Committee now requests South Dublin County Council to ask the Irish Government, through the Department of Environment, Heritage and Local Government, to begin the process of engaging with the owners of the lands at St. Edmundsbury and Woodville, Lucan, that would take these lands into state ownership so that the objective of this Council and that of the local community will be realised, and that these lands will become part of a Liffey Valley Park, and that as part of this new initiative this Council would make a presentation to the Minister for Arts, Sports and Tourism, demonstrating the potential tourism benefits as well as the historical, conservation and heritage significance of these lands.

That this Committee notes the announcement by Irish Rail not to open Kishoge Station on schedule as repeatedly advised to Lucan and Clondalkin Councillors and, requests the Manger to make a statement on whether the decision not to open the station is in conflict with any of the conditions of the Adamstown SDZ, and whether it has implications for the start of any development of the Clonburris SDZ and the Kishoge LAP, and also if he will make a statement on the adoption by Councillors of additional development levy schemes relating to rail transport services, and if the adoption of such levies is legal in view of the decision on Kishoge by Irish Rail, and further requests the Manager to write to the Executive Chairman of CIE conveying the view of Councillors who have been supportive of the Kildare Route Project, and believe that the decision will lead to persistent traffic congestion in the area.

To ask the Manager when will the work as set out in my motion and passed by this Committee in October 2009 be carried out? Motion reads as follows: That this Committee is dismayed at the way in which the Council has left both the boundary between the rear gardens of Hollyville, Palmerstown and the surplus ground between the N4 and the rear of these houses as a result of the M50 upgrade and calls on the Manager responsible to provide a proper boundary wall and restore the landscape on the open ground to its original levels.  Many of the rear gardens have had their boundary interfered with to the extent that they suffer from both a lack of privacy and a lack of security.  It makes no sense to have stopped the new high boundary wall in the middle of a back garden and to leave the rest of the gardens exposed.  Secondly, the boulders and rubble that were pushed by the road builders to the edge of residents gardens resulting the creation of an unacceptable difference in levels between the two has also resulted in destabilizing some existing garden walls that had been erected by residents leading to a situation that is totally unacceptable and completely out of line with what one expects where publicly funded works for the common good is involved”?  This motion was agreed by this Committee in October 2009 to be implemented.  Residents live in fear at the lack of security to the rear of their homes and this Councillor contends that a private developer would not get away with the condition that this boundary has been left following publicly funded works.

(a) That he confirms that there are no plans to introduce paid parking in Saggart as it would be strongly resisted locally.

(b) That he does a traffic count at the crossroads in Saggart Village and, if warranted, installs traffic lights at that location.

(c) That he examines Mill Lane and the area outside 1 & 2 Mill Road Saggart to see if it's possible to install car parking in those areas and reports back to the council members within 2 months.

That this Committee requests the Manager to present a detailed report for discussion on the methodologies and criteria used in assessing requests for the installation of signalised pedestrian crossings, including details of any statutory provisions and national or international best-practice guidelines etc. underpinning these methodologies and criteria. In reporting on this matter the Manager is further requested to make specific reference to the decision not to install a signalised pedestrian crossing on Griffeen Avenue at Oldbridge estate as per my recent request due to ‘a warrant not being reached’. The provision of a signalised pedestrian crossing at this location has been a long held objective of the local community in Oldbridge, Rossberry, Tullyhall and Hayden’s Park estates, from where many pedestrians, including hundreds of school children have to cross the busy Griffeen Avenue to access Griffeen Valley Educate Together School, Griffeen Youth Centre, the local shops and bus-stops.

I have received continuous complaints regarding this premises and this Council is duty bound to act.

That this Committee calls on the Manager responsible to have the traffic gantry between Kennelsfort Road, Palmerstown and the M50, which is totally out of place in a residential urban environment, and which I have brought to the attention of the Council on numerous occasions.  Can it be replaced by a single pedestal type gantry as the current double pedestal gantry is both an attraction for serious anti social behaviour, and, a health and safety hazard that totally dominates the adjacent homes and residential gardens in a most unnecessary and intrusive manner.

That the Lucan-Clondalkin Area Committee notes the Petition To Object To The Amendments to the Parking Bye-Laws signed by the owners and managers of 80 businesses in and around Lucan Village, believes the presence of such a wide range of commercial activity in Lucan is vital to the real sustainability of the whole community in Lucan Village and its surrounds, values the employment provided by the businesses, and rejects completely the proposal to introduce parking charges on Saturdays, and also rejects the proposal to increase the charge by over 50% at a time of negative inflation, and calls on the Manager to confirm to the Committee that he will not make a proposal to introduce a charge on Saturday, and that no proposal for an increase in the charge will be put to Councillors without full historical and current information on the income and expenses situation of the company operating the scheme being made available to Councillors; this Committee regards that the purpose of the parking scheme is to control and improve traffic management in Lucan, and that the scheme was not and should not be managed as a revenue raising scheme.

That the Manager arrange that one more bollard be placed at the walk through between Oakwood Grove and St. Patrick's Road, Clondalkin. This would stop motor bikes using this pedestrian facility (too much space between bollards), and that the agreed new bollards be placed on the pathway at 72 St. Patrick's Road similar to the ones placed already which will deter bullying gangs who gather at this site used for drinking and other nefarious activities. (Residents are all in agreement urgent action needed before bright evenings).

That this Committee requests the Manager to present a detailed report, for discussion, on any changes that have been implemented over the past 6 months with regards to the signal configurations of traffic lights along the Outer Ring Road in Lucan including at the Ballyowen/Willsbrook, Castle Road (Penny Hill) and Griffeen Avenue/Foxborough junctions; to include in this report the details and outcomes of any monitoring and analysis of tailbacks along the approach roads to the Outer Ring Road at these 3 junctions, to report on whether tailbacks on these approach roads have been alleviated in any way as a result of the implementation to date of changes to traffic light signal configurations; and if not, to outline what further steps are now being examined by the Roads Department to address the serious traffic congestion still faced by resident motorists using these approach roads and three Outer Ring Road junctions in particular since the closure of the N4-Esker Lane slip road.
