That Section 0.3.11 on page 16 be amended as follows: Replace the 2nd sentence in the 1st paragraph with "In the preparation of this Development Plan the Council has ensured that the Plan complies with the Regional Planning Guidelines for the Greater Dublin Area and other regional plans and strategies.
That this Committee discuss with the aid of a report the ‘unfinished’ Loretto Abbey –protected structure - site in Rathfarnham with a view to ensuring that the community gain on this site is fully enforced in light of the current developments in the courts relating to the company responsible for this site. "That this Council discuss once again the Hermitage View/Ave roads access – to state if a reply has been received from the Bank of Ireland to have the land at Hermitage View/Hermitage Ave ceded to the council to enable SDCC to upgrade this road to a satisfactory standard – as developer constructed this road without planning permission and is now in liquidation."

Also draft DLR – 12.1.12.
1 Walking and Cycling will be promoted by securing the development of a network of safe cycle routes and footpaths on new and existing roads and on routes reserved exclusively for pedestrians and cyclists.
2 New Walkways and cycle routes should be established on a legal and permanent basis.
3 Road safety for pedestrians and cyclists would be improved by lower speed limits and priority over motorised transport and by providing linear parks, footpaths, cycle paths and public lighting in towns and villages and Footpaths on the outskirts of towns and villages should be extended where appropriate, and adequate public lighting should be provided.
4 Develop linkages with walking and cycling trails such in adjoining counties.
5 Walking/Cycle Routes should be signposted/waymarked
6 Develop a network of rural footpaths, cycleways and bridle paths.
7 Allow rural landscape into urban landscapes through greenways and linear parks.
8 Protect and promote Greenways and consider designating them as public rights of way.
B Walking
1 National Trails Network, Slí na Sláinte and other defined walking trails and cycle routes should be listed
2 Work in partnership with local authorities in adjoining counties to provide a network of walking trails beyond the county boundaries.
3 Facilitate the provision of car parks for walkers at appropriate access points to amenities.
4 Research and map the existing network of traditional paths used for leisure purposes with the intention of determining the legal basis and status of their use.
5 The Council shall establish a Register of all walking routes and preserve protect and add additional walking routes.
7 Maps showing walking routes should be included.
C Cycling
Cycle routes should follow, in order or preference: Off-road tracks, quiet country roads, and regional or national roads.
And that the draft county plan is accordingly amended.
That on page 101 – 2.2.14 – penultimate paragraph, “ To respect the European Charter of Pedestrian Rights” be replaced by “ To comply with the European Charter of Pedestrian Rights(1998) as reproduced in Appendix 7.” And that the draft county development plan be amended accordingly.
That on page 136 – 2.5.8 an additional point be added: “A statement from operators that the development will not impinge on access to the countryside including public rights of way and walking routes” and that the draft county development plan is amended accordingly.
That on page 137 that a new policy “Policy EC 6: Hydro-Electricity” be added (with a consequent renumbering) and that the wording thereof should be taken from the Co Wicklow plan – 6.4.2 – page 76 and that the draft county development plan is amended accordingly.
That on page 137 – 2.5.11 – 3rd point that “and access to the countryside” be added and that the draft county development plan is amended accordingly.
That on page 154 - 3.2.14 the following paragraph should be added: “An important element of tourism is the availability of and the protection afforded to the county’s natural amenities, built and natural heritage and availability of country recreation as set out in Theme 4 – Sections 2 & 3 and many of the Specific Local Objectives on pages 222 to 226.” And that the draft county development is amended accordingly.
