MOTION NO. 157

MOTION: Councillor E. Tuffy

That on page 136 – 2.5.8 an additional point be added: “A statement from operators that the development will not impinge on access to the countryside including public rights of way and walking routes” and that the draft county development plan is amended accordingly.

REPORT:

A suitable amendment is suggested below. This does not include reference to  ‘walking routes’ as suggested in the motion as the term is insufficiently precise to allow for satisfactory application for the purposes of the statutory development management process.

MANAGER’S RECOMMENDATION:

Amend third bullet point in section 2.5.8 to read as follows:

“To what degree the proposal will impact on the amenities of occupiers of nearby properties, or the amenities of the area (e.g. visibility issues regarding free-standing masts and associated equipment cabinets, and security fencing treatment) with potential for mitigating visual impacts, for example such as by low and mid-level landscape screening to be explored where appropriate, and any access arrangements explored, including impact on any existing public right of way;”
